 23 بَابُ عَطِيَّةِ الْإِمَامِ وَمَعْرِفَتِهِ لِحَقِّ الرَّعِيَّةِ .

The ruler's giving and his recognition of the subjects' rights

 24 بَابٌ فِيمَنْ يَشُقُّ عَلَى الرَّعِيَّةِ .

One who makes things hard for the subjects

Overlooking the faults of the subjects and not seeking out their private failings
