عَنْ أَبِي أُمَامَةَ عَنِ النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - أَنَّهُ قَالَ : " مَا مِنْ رَجُلٍ يَلِي أَمْرَ عَشْرَةٍ فَمَا فَوْقَ ذَلِكَ إِلَّا أَتَى اللَّهَ مَغْلُولًا يَوْمَ الْقِيَامَةِ يَدُهُ إِلَى عُنُقِهِ ، فَكَّهُ بِرُّهُ ، أَوْ أَوْثَقَهُ إِثْمُهُ ، أَوَّلُهَا مَلَامَةٌ ، وَأَوْسَطُهَا نَدَامَةٌ ، وَآخِرُهَا خِزْيٌ يَوْمَ الْقِيَامَةِ " .
رَوَاهُ أَحْمَدُ ، وَالطَّبَرَانِيُّ ، وَفِيهِ يَزِيدُ بْنُ أَبِي مَالِكٍ ، وَثَّقَهُ ابْنُ حِبَّانَ وَغَيْرُهُ ، وَبَقِيَّةُ رِجَالِهِ ثِقَاتٌ .
Sayyiduna Abu Umamah (may Allah be pleased with him) reports that the Prophet (peace and blessings be upon him) said: "Any man who takes charge of the affairs of ten people or more, when he presents himself before Allah Almighty on the Day of Resurrection, his hands will be shackled to his neck; his righteousness will set him free, or his sin will keep him bound. Its (that is, authority's, meaning governance's) beginning is blame, its middle is regret, and its end is disgrace on the Day of Resurrection."
Ahmad and Tabarani recorded it; its chain contains Yazid bin Abi Malik, whom Ibn Hibban and others declared thiqah (trustworthy), and the rest of its narrators are thiqat (trustworthy).

وَعَنْ عُبَادَة‍َ بْنِ الصَّامِتِ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَا مِنْ أَمِيرِ عَشْرَةٍ إِلَّا جِيءَ بِهِ يَوْمَ الْقِيَامَةِ مَغْلُولَةً يَدُهُ إِلَى عُنُقِهِ ، حَتَّى يُطْلِقَهُ الْحَقُّ أَوْ يُوثِقَهُ ، وَمَنْ تَعَلَّمَ الْقُرْآنَ ثُمَّ نَسِيَهُ لَقِيَ اللَّهَ - تَبَارَكَ وَتَعَالَى - وَهُوَ أَجْذَمُ " .
رَوَاهُ أَحْمَدُ وَابْنُهُ .
Sayyiduna Ubadah bin al-Samit (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Whoever is amir over ten people, he too, when he comes on the Day of Resurrection, will have his hands shackled to his neck, until justice sets him free or (injustice) keeps him bound. And whoever learns the Qur'an and then forgets it will present himself before Allah Almighty afflicted with leprosy."
Ahmad and his son recorded it.

وَعَنْ رَجُلٍ عَنْ سَعْدِ بْنِ عُبَادَةَ قَالَ : سَمِعْتُهُ غَيْرَ مَرَّةٍ وَلَا مَرَّتَيْنِ يَقُولُ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَا مِنْ أَمِيرِ عَشْرَةٍ إِلَّا يُؤْتَى بِهِ يَوْمَ الْقِيَامَةِ مَغْلُولًا لَا يَفُكُّهُ مِنْ ذَلِكَ الْغُلِّ إِلَّا الْعَدْلُ " .
رَوَاهُ أَحْمَدُ ، وَالْبَزَّارُ ، وَالطَّبَرَانِيُّ ، وَفِيهِ رَجُلٌ لَمْ يُسَمَّ ، وَبَقِيَّةُ أَحَدِ إِسْنَادَيْ أَحْمَدَ رِجَالُهَا رِجَالُ الصَّحِيحِ .
A man reported this statement from Sayyiduna Sa'd bin Ubadah (may Allah be pleased with him); that man says: I heard him not once and not twice (but more often than that, saying this): The Prophet (peace and blessings be upon him) said: "Whoever is amir over even ten people will be brought on the Day of Resurrection with his hands bound, and transgression will not be able to free him; only justice will free him."
Ahmad, al-Bazzar and Tabarani recorded it; its chain contains a narrator who is not named, and the narrators of one of Ahmad's chains are the narrators of the Sahih.

وَعَنْ أَبِي هُرَيْرَةَ عَنِ النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَا مِنْ أَمِيرِ عَشْرَةٍ إِلَّا يُؤْتَى بِهِ يَوْمَ الْقِيَامَةِ مَغْلُولًا حَتَّى يَفُكَّهُ الْعَدْلُ أَوْ يُوثِقَهُ الْجَوْرُ " .
Sayyiduna Abu Hurayrah (may Allah be pleased with him) reports that the Prophet (peace and blessings be upon him) said: "Whoever is amir over ten people, he too, when he comes on the Day of Resurrection, will have his hands bound, until justice frees him or injustice keeps him bound."

وَفِي رِوَايَةٍ : " وَإِنْ كَانَ مُسِيئًا زِيدَ غُلًّا إِلَى غُلِّهِ " .
رَوَاهُ الْبَزَّارُ ، وَالطَّبَرَانِيُّ فِي الْأَوْسَطِ بِالْأَوَّلِ ، وَرِجَالُ الْأَوَّلِ فِي الْبَزَّارِ رِجَالُ الصَّحِيحِ .
In one narration the words are: "If he is a wrongdoer, his bonds will be increased."
Al-Bazzar recorded it, and Tabarani recorded the first narration in al-Mu'jam al-Awsat. The narrators of al-Bazzar's first narration are the narrators of the Sahih.

Hadith Takhrij «اخرجه البزار فى المسند (1641)»
وَفِي رِوَايَةِ الطَّبَرَانِيِّ فِي الْأَوْسَطِ أَيْضًا : " عَافَاهُ اللَّهُ بِمَا شَاءَ أَوْ عَاقَبَهُ بِمَا شَاءَ " .
Tabarani, in a narration in al-Mu'jam al-Awsat, recorded these words: "Allah Almighty will grant well-being to whomever He wills, and will punish whomever He wills."

وَعَنْ أَنَسٍ عَنِ النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : " يُجَاءُ بِالْإِمَامِ الْجَائِرِ يَوْمَ الْقِيَامَةِ فَتُخَاصِمُهُ الرَّعِيَّةُ فَيُفْلَحُوا عَلَيْهِ فَيُقَالُ لَهُ : سُدَّ رُكْنًا مِنْ أَرْكَانِ جَهَنَّمَ " .
رَوَاهُ الْبَزَّارُ ، وَفِيهِ أَغْلَبُ بْنُ تَمِيمٍ ، وَهُوَ ضَعِيفٌ .
Sayyiduna Anas (may Allah be pleased with him) reports that the Prophet (peace and blessings be upon him) said: "On the Day of Resurrection the unjust ruler will be brought, and his subjects will dispute with him, and they will be declared successful against him. Then that ruler will be told: Fill one of the corners (or pillars) of Hell."
Al-Bazzar recorded it; its chain contains Aghlab bin Tamim, who is da'if (weak).

وَعَنْ أَبِي وَائِلٍ شَقِيقِ بْنِ سَلَمَةَ أَنَّ عُمَرَ بْنَ الْخَطَّابِ اسْتَعْمَلَ بِشْرَ بْنَ عَاصِمٍ عَلَى صَدَقَاتِ هَوَازِنَ فَتَخَلَّفَ بِشْرٌ فَلَقِيَهُ عُمَرُ قَالَ : مَا خَلَّفَكَ أَمَا لَنَا سَمْعٌ وَطَاعَةٌ ؟ قَالَ : بَلَى وَلَكِنْ سَمِعْتُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - يَقُولُ : " مَنْ وَلِيَ شَيْئًا مَنْ أَمْرِ الْمُسْلِمِينَ أُتِيَ بِهِ يَوْمَ الْقِيَامَةِ حَتَّى يُوقَفَ عَلَى جِسْرِ جَهَنَّمَ ، فَإِنْ كَانَ مُحْسِنًا نَجَا ، وَإِنْ كَانَ مُسِيئًا انْخَرَقَ بِهِ الْجِسْرُ فَهَوَى فِيهِ سَبْعِينَ خَرِيفًا " .
قَالَ : فَخَرَجَ عُمَرُ - رَضِيَ اللَّهُ عَنْهُ - كَئِيبًا حَزِينًا فَلَقِيَهُ أَبُو ذَرٍّ فَقَالَ : مَا لِي أَرَاكَ كَئِيبًا حَزِينًا ؟ فَقَالَ : مَا لِي لَا أَكُونُ كَئِيبًا حَزِينًا ، وَقَدْ سَمِعْتُ بِشْرَ بْنَ عَاصِمٍ يَقُولُ : سَمِعْتُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - يَقُولُ : " مَنْ وَلِيَ شَيْئًا مِنْ أَمْرِ الْمُسْلِمِينَ أُتِيَ بِهِ يَوْمَ الْقِيَامَةِ حَتَّى يُوقَفَ عَلَى جِسْرِ جَهَنَّمَ فَإِنْ كَانَ مُحْسِنًا نَجَا ، وَإِنْ كَانَ مُسِيئًا انْخَرَقَ بِهِ الْجِسْرُ فَهَوَى فِيهِ سَبْعِينَ خَرِيفًا " .
فَقَالَ أَبُو ذَرٍّ : وَمَا سَمِعْتُهُ مِنْ رَسُولِ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - ؟ قَالَ : لَا . قَالَ : أَشْهَدُ أَنِّي سَمِعْتُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - يَقُولُ : " مَنْ وَلِيَ أَحَدًا مِنَ النَّاسِ أُتِيَ بِهِ يَوْمَ الْقِيَامَةِ حَتَّى يُوقَفَ عَلَى جِسْرِ جَهَنَّمَ فَإِنْ كَانَ مُحْسِنًا نَجَا وَإِنْ كَانَ مُسِيئًا انْخَرَقَ بِهِ الْجِسْرُ فَهَوَى فِيهِ سَبْعِينَ خَرِيفًا وَهِيَ سَوْدَاءُ مُظْلِمَةٌ " .
فَأَيُّ الْحَدِيثَيْنِ أَوْجَعُ لِقَلْبِكَ ؟ قَالَ : كِلَاهُمَا قَدْ أَوْجَعَ قَلْبِي ، فَمَنْ يَأْخُذُهَا بِمَا فِيهَا ؟ فَقَالَ أَبُو ذَرٍّ : مَنْ سَلَتَ اللَّهُ أَنْفَهُ ، وَأَلْصَقَ خَدَّهُ بِالْأَرْضِ ، أَمَّا إِنَّا لَا نَعْلَمُ إِلَّا خَيْرًا ، وَعَسَى إِنْ وَلَّيْتَهَا مَنْ لَا يَعْدِلُ فِيهَا أَنْ لَا يَنْجُو مِنْ إِثْمِهَا .
رَوَاهُ الطَّبَرَانِيُّ ، وَفِيهِ سُوِيدُ بْنُ عَبْدِ الْعَزِيزِ ، وَهُوَ مَتْرُوكٌ .
Abu Wa'il Shaqiq bin Salamah narrates: Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) appointed Bishr bin Asim as the official for collecting the sadaqat of Hawazin. Bishr did not go there. Sayyiduna Umar (may Allah be pleased with him) met him and asked: Why did you not go? Is obedience and compliance not binding on you? He replied: Yes, indeed! But I heard the Prophet (peace and blessings be upon him) say: "Whoever takes charge of anything of the affairs of the Muslims will be brought on the Day of Resurrection and made to stand on the bridge over Hell. If he was a doer of good, he will be saved; if he was a doer of evil, that bridge will throw him down, and he will keep falling in Hell for seventy years." (The narrator says:) So Sayyiduna Umar (may Allah be pleased with him) left from there sad and distressed. Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) met him and said: Why is it that I see you sad and distressed? He said: Why should I not be sad and distressed, when I have heard Bishr bin Asim narrate; he says: I heard the Prophet (peace and blessings be upon him) say: "Whoever takes charge of anything of the affairs of the Muslims will be brought on the Day of Resurrection and made to stand on the bridge over Hell. If he was a doer of good, he will be saved from it; and if he was a doer of evil, that bridge will throw him down, and that person will keep falling in Hell for seventy years." Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) asked: Have you not heard this from the Prophet (peace and blessings be upon him) himself? Sayyiduna Umar (may Allah be pleased with him) replied: No. Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) then said: I bear witness that I heard the Prophet (peace and blessings be upon him) say: "Whoever takes charge of the affairs of even one person will be brought on the Day of Resurrection, until on the Day of Resurrection he is made to stand on the bridge over Hell. If he was a doer of good, he will be saved; and if he was a doer of evil, that bridge will throw him down, and that person will keep falling in Hell for seventy years, and that Hell is black and dark." (Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) asked:) Which of these two narrations is more distressing for you? Sayyiduna Umar (may Allah be pleased with him) said: Both of them have distressed me. Given the harm that lies in it (governance), who then will take it on? Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) said: "The person whose nose Allah Almighty has cut off and whose cheek He has pressed to the ground. As for us, we know only good (of you); but if you appoint over it someone who does not act justly in it, it may be that you will not be saved from its sin."
Tabarani recorded it; its chain contains Suwayd bin Abd al-Aziz, who is matruk (abandoned).

وَعَنْ قَيْسِ بْنِ عَاصِمٍ ، عَنْ أَبِيهِ أَنَّ عُمَرَ بْنَ الْخَطَّابِ بَعَثَ إِلَيْهِ يَسْتَعِينُ بِهِ عَلَى بَعْضِ الصَّدَقَةِ فَأَبَى أَنْ يَعْمَلَ لَهُ، ثُمَّ قَالَ : إِنِّي سَمِعْتُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - يَقُولُ : " إِذَا كَانَ يَوْمُ الْقِيَامَةِ أُمِرَ بِالْوَالِي فَيُوقَفُ عَلَى جِسْرِ جَهَنَّمَ ، فَيَأْمُرُ اللَّهُ الْجِسْرَ فَيَنْتَفِضُ انْتِفَاضَةً فَيَزُولُ كُلُّ عَظْمٍ مِنْهُ مِنْ مَكَانِهِ [ ثُمَّ يَأْمُرُ اللَّهُ الْعِظَامَ فَتَرْجِعُ إِلَى مَكَانِهِ ] ثُمَّ يَسْأَلُهُ ، فَإِنْ كَانَ [ لِلَّهِ ] مُطِيعًا اجْتَبَذَهُ ، فَأَعْطَاهُ كِفْلَيْنِ مِنَ الْأَجْرِ ، وَإِنْ كَانَ [ لِلَّهِ ] عَاصِيًا خَرَقَ بِهِ الْجِسْرُ فَهَوَى فِي جَهَنَّمَ سَبْعِينَ خَرِيفًا .
رَوَاهُ الطَّبَرَانِيُّ وَفِيهِ مَنْ لَمْ أَعْرِفْهُ .
وَقَدْ تَقَدَّمَتْ أَحَادِيثُ مِنْ نَحْوِ هَذَا فِي الْأَحْكَامِ .
Qays bin Asim reports from his father that Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) sent him (that is, his father) to collect sadaqat from some place, but he refused to do this work for Sayyiduna Umar (may Allah be pleased with him). Then he stated that he had heard the Prophet (peace and blessings be upon him) say: "On the Day of Resurrection an order will be given concerning the ruler, and he will be made to stand on the bridge over Hell. Allah Almighty will command the bridge and it will shake, and every one of that person's bones will be displaced from its place. Then Allah Almighty will command those bones and they will return to their places. Then Allah Almighty will call him to account. If that person was obedient to Allah Almighty, Allah Almighty will rescue him and grant him a double portion of reward; and if that person was disobedient to Allah Almighty, the bridge will throw him down, and that person will keep falling in Hell for seventy years."
Tabarani recorded it; its chain contains a narrator whom I do not know. Some hadiths of this kind have already passed earlier in the chapter on rulings (al-Ahkam).

وَعَنِ ابْنِ عَبَّاسٍ - يَرْفَعُهُ - قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَا مِنْ رَجُلٍ وَلِي عَشْرَةً إِلَّا جِيءَ يَوْمَ الْقِيَامَةِ مَغْلُولَةً يَدُهُ إِلَى عُنُقِهِ حَتَّى يَقْضِيَ بَيْنَهُمْ وَبَيْنَهُ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ وَالْكَبِيرِ ، وَرِجَالُهُ ثِقَاتٌ .
Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) reports this as a marfu' hadith: the Prophet (peace and blessings be upon him) said: "Any man who takes charge of even ten people, when he comes on the Day of Resurrection, will have his hands shackled to his neck until judgement is passed between him and them." (Or: they will remain bound until judgement has been passed between that person and those people.)
Tabarani recorded it in al-Mu'jam al-Awsat and al-Mu'jam al-Kabir, and its narrators are thiqat (trustworthy).

وَعَنِ ابْنِ عَبَّاسٍ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مِنْ وَلِيَ عَشْرَةً فَحَكَمَ بَيْنَهُمْ بِمَا أَحَبُّوا أَوْ كَرِهُوا جِيءَ بِهِ يَوْمَ الْقِيَامَةِ مَغْلُولَةٌ يَدُهُ إِلَى عُنُقِهِ فَإِنْ كَانَ حَكَمَ بِمَا أَنْزَلَ اللَّهُ، وَلَمْ يَحِفْ فِي حُكْمٍ وَلَمْ يَرْتَشِ أُطْلِقَتْ يَمِينُهُ " .
فَقَالَ بَعْضُ جُلَسَاءِ عَطَاءٍ : يَا أَبَا مُحَمَّدٍ وَمَا بُدُّ مِنْ غُلٍّ ؟ قَالَ : إِي وَرَبِّ هَذِهِ الْبِنْيَةِ . وَأَشَارَ بِيَدِهِ إِلَى الْكَعْبَةِ .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ ، وَفِيهِ سَعْدَانُ بْنُ الْوَلِيدِ ، وَلَمْ أَعْرِفْهُ .
Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrates that the Prophet (peace and blessings be upon him) said: "Whoever takes charge of ten people and judges between them in a way they like or dislike will be brought on the Day of Resurrection with his hands shackled to his neck. If he judged according to what Allah Almighty revealed, did not act unjustly in judging, and did not take bribes, he will be set free." At that point one of those sitting with Ata' said: O Abu Muhammad, is the shackle then unavoidable? He said: Yes, by the Lord of this building! He said this while pointing with his hand towards the Ka'bah.
Tabarani recorded it in al-Mu'jam al-Awsat; its chain contains Sa'dan bin al-Walid, whom I do not know.

وَعَنْ أَبِي الدَّرْدَاءِ قَالَ : سَمِعْتُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - يَقُولُ : " مَا مِنْ وَالِي ثَلَاثَةٍ إِلَّا لَقِيَ اللَّهَ مَغْلُولَةً يَمِينُهُ ، فَكَّهُ عَدْلُهُ ، أَوْ غَلَّهُ جَوْرُهُ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ ، وَفِيهِ إِبْرَاهِيمُ بْنُ هِشَامِ بْنِ يَحْيَى الْغَسَّانِيُّ ، وَثَّقَهُ ابْنُ حِبَّانَ وَغَيْرُهُ ، وَكَذَّبَهُ أَبُو حَاتِمٍ ، وَأَبُو زُرْعَةَ ، وَبَقِيَّةُ رِجَالِهِ ثِقَاتٌ .
Sayyiduna Abu al-Darda' (may Allah be pleased with him) narrates: I heard the Prophet (peace and blessings be upon him) say: "Whoever is in charge of even three people will present himself before Allah Almighty with his hand bound; his justice will free him, or his injustice will keep him bound."
Tabarani recorded it in al-Mu'jam al-Awsat; its chain contains Ibrahim bin Hisham bin Yahya al-Ghassani, whom Ibn Hibban and others declared thiqah (trustworthy), while Abu Hatim and Abu Zur'ah called him a liar; the rest of its narrators are thiqat (trustworthy).

وَعَنْ بُرَيْدَةَ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " مَا مِنْ أَمِيرِ عَشْرَةٍ إِلَّا أَتَى اللَّهَ يَوْمَ الْقِيَامَةِ مَغْلُولَةً يَدُهُ إِلَى عُنُقِهِ فَإِنْ كَانَ مُحْسِنًا فُكَّ عَنْهُ وَإِنْ كَانَ مُسِيئًا زِيدَ غُلًّا إِلَى غُلِّهِ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ بِإِسْنَادَيْنِ وَكَّلَاهُمَا فِيهِ ضَعْفٌ وَلَمْ يُوَثَّقْ .
Sayyiduna Buraydah (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "Whoever is amir over even ten people will present himself before Allah Almighty on the Day of Resurrection with his hand shackled to his neck. If he was a doer of good, he will be released, and if he was a doer of evil, his bonds will be increased."
Tabarani recorded it in al-Mu'jam al-Awsat with two chains, and both chains contain narrators who are weak and have not been declared trustworthy.

وَعَنْ ثَوْبَانَ مَوْلَى رَسُولِ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : لَعَلَّكَ أَنْ يُنْسَأَ فِي أَجْلِكَ حَتَّى تُؤَمَّرَ عَلَى عَشْرَةٍ حِينَ يَسْكُنُ النَّاسُ الْكَفُورَ فَإِيَّاكَ أَنْ تُؤَمَّرَ عَلَى عَشْرَةٍ فَمَا فَوْقَ ذَلِكَ ، فَإِنَّهُ لَا يُقَامُ أَحَدٌ عَلَى عَشْرَةٍ فَمَا فَوْقَ ذَلِكَ إِلَّا أَتَى اللَّهَ مَغْلُولَةً يَدُهُ إِلَى عُنُقِهِ ، لَا يَفُكُّهُ مِنْ غِلِّهِ ذَلِكَ إِلَّا الْعَدْلُ إِنْ كَانَ عَدَلَ بَيْنِهِمْ وَلَا تُعَمِّرَنَّ الْكَفُورَ فَإِنَّ عَامِرَ الْكَفُورِ كَعَامِرِ الْقُبُورِ .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ عَنْ شَيْخِهِ مَسْلَمَةَ بْنِ رَجَاءٍ وَلَمْ أَعْرِفْهُ ، وَبَقِيَّةُ رِجَالِهِ ثِقَاتٌ .
Sayyiduna Thawban (may Allah be pleased with him), the freed slave of the Prophet (peace and blessings be upon him), says: It may be that your life is prolonged and you become amir over ten people in a place where people live away from the settled towns. So take care to avoid becoming amir over ten or more people, because whoever is made amir over ten or more people, when he presents himself before Allah Almighty, his hand will be bound; whatever transgression he committed will not free him, only justice will be able to free him, if he acted justly among the people. And never settle a place that lies away from the settled towns, for the one who settles such a place is like one who populates the graves.
Tabarani recorded it in al-Mu'jam al-Awsat from his teacher Maslamah bin Raja', whom I do not know; the rest of its narrators are thiqat (trustworthy).
