Abu Wa'il Shaqiq bin Salamah narrates: Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) appointed Bishr bin Asim as the official for collecting the sadaqat of Hawazin. Bishr did not go there. Sayyiduna Umar (may Allah be pleased with him) met him and asked: Why did you not go? Is obedience and compliance not binding on you? He replied: Yes, indeed! But I heard the Prophet (peace and blessings be upon him) say: "Whoever takes charge of anything of the affairs of the Muslims will be brought on the Day of Resurrection and made to stand on the bridge over Hell. If he was a doer of good, he will be saved; if he was a doer of evil, that bridge will throw him down, and he will keep falling in Hell for seventy years." (The narrator says:) So Sayyiduna Umar (may Allah be pleased with him) left from there sad and distressed. Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) met him and said: Why is it that I see you sad and distressed? He said: Why should I not be sad and distressed, when I have heard Bishr bin Asim narrate; he says: I heard the Prophet (peace and blessings be upon him) say: "Whoever takes charge of anything of the affairs of the Muslims will be brought on the Day of Resurrection and made to stand on the bridge over Hell. If he was a doer of good, he will be saved from it; and if he was a doer of evil, that bridge will throw him down, and that person will keep falling in Hell for seventy years." Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) asked: Have you not heard this from the Prophet (peace and blessings be upon him) himself? Sayyiduna Umar (may Allah be pleased with him) replied: No. Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) then said: I bear witness that I heard the Prophet (peace and blessings be upon him) say: "Whoever takes charge of the affairs of even one person will be brought on the Day of Resurrection, until on the Day of Resurrection he is made to stand on the bridge over Hell. If he was a doer of good, he will be saved; and if he was a doer of evil, that bridge will throw him down, and that person will keep falling in Hell for seventy years, and that Hell is black and dark." (Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) asked:) Which of these two narrations is more distressing for you? Sayyiduna Umar (may Allah be pleased with him) said: Both of them have distressed me. Given the harm that lies in it (governance), who then will take it on? Sayyiduna Abu Dharr al-Ghifari (may Allah be pleased with him) said: "The person whose nose Allah Almighty has cut off and whose cheek He has pressed to the ground. As for us, we know only good (of you); but if you appoint over it someone who does not act justly in it, it may be that you will not be saved from its sin."
Tabarani recorded it; its chain contains Suwayd bin Abd al-Aziz, who is matruk (abandoned).
