بَابُ كَرَاهَةِ الْوِلَايَةِ وَلِمَنْ تُسْتَحَبُّ .

Majma al-Zawaid 9017 — The dislike of holding authority
وَعَنْ أَبِي هُرَيْرَةَ عَنِ النَّبِيِّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - أَنَّهُ قَالَ : " وَيْلٌ لِلْأُمَرَاءِ ، وَيْلٌ لِلْعُرَفَاءِ ، وَيْلٌ لِلْأُمَنَاءِ ، لَيَتَمَنَّيَنَّ أَقْوَامٌ يَوْمَ الْقِيَامَةِ أَنَّ ذَوَائِبَهُمْ كَانَتْ مُعَلَّقَةً بِالثُّرَيَّا ، يَتَذَبْذَبُونَ بَيْنَ السَّمَاءِ وَالْأَرْضِ وَلَمْ يَكُونُوا عَمِلُوا عَلَى شَيْءٍ " .
رَوَاهُ أَحْمَدُ ، وَرِجَالُهُ ثِقَاتٌ فِي طَرِيقَيْنِ مِنْ أَرْبَعَةٍ ، وَرَوَاهُ أَبُو يَعْلَى وَالْبَزَّارُ .

Sayyiduna Abu Hurayrah (may Allah be pleased with him) reports that the Prophet (peace and blessings be upon him) said: "Woe to the rulers (umara')! Woe to the overseers ('urafa')! Woe to the trustees (umana')! (That is, woe to the officials of the state.) On the Day of Resurrection, some people will wish that they had been hung by their hair from the Pleiades (al-Thurayya), swinging between the heavens and the earth, rather than having carried out any responsibility of state."
Ahmad recorded it, and in two of his four chains its narrators are thiqat (trustworthy).
