Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) reports that the Prophet (peace and blessings be upon him) said: "The sultan is the shade of Allah on earth, to whom every oppressed person among the servants of Allah comes for refuge. If he (the ruler) acts with justice, he will have the reward, and there will be (the narrator said: meaning, upon the subjects) gratitude due. If he acts tyrannically, transgresses or oppresses, the burden of it will be upon him, and patience will be due upon the subjects. When war is waged against the rulers, drought descends from the sky; when zakah is withheld, livestock perish; when fornication becomes widespread, poverty and destitution become widespread; and when the covenant of protection (dhimmah) is violated, the disbelievers are given the upper hand." (The narrator said: or some other words like it.)
Al-Bazzar recorded it; its chain contains Sa'id bin Sinan Abu Mahdi, who is matruk (abandoned).
