وَعَنْ عَوْفِ بْنِ مَالِكٍ أَنَّ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : " إِنْ شِئْتُمْ أَنْبَأَتُكُمْ عَنِ الْإِمَارَةِ وَمَا هِيَ ؟ " . فَنَادَيْتُ بِأَعْلَى صَوْتِي ثَلَاثَ مَرَّاتٍ : وَمَا هِيَ يَا رَسُولَ اللَّهِ ؟ قَالَ : " أَوَّلُهَا مَلَامَةٌ وَثَانِيهَا نَدَامَةٌ وَثَالِثُهَا عَذَابٌ يَوْمَ الْقِيَامَةِ إِلَّا مَنْ عَدَلَ ، وَكَيْفَ يَعْدِلُ مَعَ قَرَابَتِهِ ؟ " .
رَوَاهُ الْبَزَّارُ ، وَالطَّبَرَانِيُّ فِي الْكَبِيرِ وَالْأَوْسَطِ بِاخْتِصَارٍ ، وَرِجَالُ الْكَبِيرِ رِجَالُ الصَّحِيحِ .

Sayyiduna Awf bin Malik (may Allah be pleased with him) reports that the Prophet (peace and blessings be upon him) said: "If you wish, I will tell you about governance and what it is." The narrator says: So I called out to him three times at the top of my voice: O Messenger of Allah! What is it? The Prophet (peace and blessings be upon him) said: "Its first stage is blame, its second is regret, and its third is punishment on the Day of Resurrection, except for the one who acts with justice; and how can he act justly in the presence of his relatives?"
Al-Bazzar recorded it, and Tabarani recorded it in al-Mu'jam al-Kabir and al-Mu'jam al-Awsat in abridged form. The narrators of Tabarani's al-Mu'jam al-Kabir are the narrators of the Sahih.
