Majma al-Zawaid 9004 — Justice and tyranny
وَعَنْ أَبِي سَعِيدٍ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " أَشَدُّ النَّاسِ عَذَابًا يَوْمَ الْقِيَامَةِ إِمَامٌ جَائِرٌ " .
رَوَاهُ الطَّبَرَانِيُّ ، وَفِيهِ عَطِيَّةُ ، وَهُوَ ضَعِيفٌ .

Sayyiduna Abu Sa'id al-Khudri (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "On the Day of Resurrection, the most severe punishment will be for an unjust ruler."
Al-Tabarani recorded it; its chain contains Atiyyah, who is da'if (weak).
