وَعَنْ عُمَرَ بْنِ الْخَطَّابِ : " إِنَّ النَّبِيَّ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : أَفْضَلَ النَّاسِ عِنْدَ اللَّهِ مَنْزِلَةً يَوْمَ الْقِيَامَةِ إِمَامُ عَدْلٍ رَفِيقٍ ، وَشَرَّ عِبَادِ اللَّهِ عِنْدَ اللَّهِ مَنْزِلَةً يَوْمَ الْقِيَامَةِ إِمَامٌ جَائِرٌ خَرِقٌ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ ، وَفِيهِ ابْنُ لَهِيعَةَ وَحَدِيثُهُ حَسَنٌ ، وَفِيهِ ضَعْفٌ .

Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) said: The Prophet (peace and blessings be upon him) said: "On the Day of Resurrection, the most excellent in rank and station before Allah Almighty will be the ruler who is just and gentle; and on the Day of Resurrection, the worst of the servants of Allah in rank and station before Allah Almighty will be the unjust and harsh ruler."
Al-Tabarani recorded it in al-Mu'jam al-Awsat. Its chain contains Ibn Lahi'ah, whose hadith is hasan (good), though there is weakness in him.
