Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "There are three kinds of people at whom Allah Almighty will not look with mercy on the Day of Resurrection, nor will He purify them, and for them is a painful punishment: (the first) a man who comes to a people who are steadfast upon Islam, and then he breaks their unity, until they make the forbidden things lawful and shed blood; and (the second) an unjust ruler who says: 'Whoever obeys me has obeyed Allah, and whoever disobeys me has disobeyed Allah.'" The narrator Sufyan did not mention the third.
Al-Tabarani recorded it in al-Mu'jam al-Awsat; its chain contains Ibrahim bin Bashshar al-Ramadi, who is saduq (truthful) but makes many errors, and the rest of its narrators are thiqat (trustworthy).
