Majma al-Zawaid — Hadith 9062

عَنِ الْقَاسِمِ قَالَ : قَالَ عَبْدُ اللَّهِ : إِنَّ الْأَمِيرَ إِذَا أُمِّرَ كَانَتْ لَهُ بِطَانَتَانِ مِنْ أَهْلِهِ ، بِطَانَةٌ تَأْمُرُهُ بِطَاعَةِ اللَّهِ ، وَبِطَانَةٌ تَأْمُرُهُ بِمَعْصِيَتِهِ ، وَهُوَ مَعَ مَنْ أَطَاعَ مِنْهُمَا .
رَوَاهُ الطَّبَرَانِيُّ . وَالْقَاسِمُ لَمْ يُدْرِكِ ابْنَ مَسْعُودٍ .
Al-Qasim narrates that Sayyiduna Abdullah (may Allah be pleased with him) said: When an amir is appointed as amir, he has two circles of confidants from among his own people: one urges him to obey Allah Almighty, and the other urges him to disobey Him. He will be with whichever of the two he follows.
Tabarani recorded it. The narrator al-Qasim did not live in the time of Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him).
