بَابُ حَقِّ الرَّعِيَّةِ وَالنُّصْحِ لَهَا .

Majma al-Zawaid 9075 — The rights of the subjects and sincere counsel
وَعَنْ مَعْقِلِ بْنِ يَسَارٍ أَنَّ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - قَالَ : " مَنْ وَلِيَ أُمَّةً مِنْ أُمَّتِي قَلَّتْ أَوْ كَثُرَتْ فَلَمْ يَعْدِلْ فِيهِمْ كَبَّهُ اللَّهُ عَلَى وَجْهِهِ فِي النَّارِ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْأَوْسَطِ وَفِيهِ عَبْدُ الْعَزِيزِ بْنُ الْحُصَيْنِ وَهُوَ ضَعِيفٌ .

Sayyiduna Ma'qil bin Yasar (may Allah be pleased with him) narrates this saying of the Prophet (peace and blessings be upon him): "Whoever is put in charge of any group of my Ummah, whether they are few or many, and then does not act justly among them, Allah Almighty will throw him on his face into Hell."
Al-Tabarani recorded it in al-Mu'jam al-Awsat. Its chain contains Abd al-Aziz bin al-Husayn, who is da'if (weak).
