Sa'id bin al-Musayyib (may Allah have mercy on him) said: A man from among the Companions (may Allah be pleased with them) came to Umar bin al-Khattab (may Allah be pleased with him) and testified that he had heard the Messenger of Allah (peace and blessings be upon him), in the illness in which he passed away, forbidding Umrah before Hajj.

Sayyiduna Mu'awiyah (may Allah be pleased with him) said to a group of the Companions (may Allah be pleased with them): Did the Messenger of Allah (peace and blessings be upon him) forbid saddle-cloths of leopard skin? They said: Yes. He said: And I too bear witness. He said: Do you know that the Prophet (peace and blessings be upon him) forbade saddle-cloths of leopard skin? They said: Yes. He said: And I too bear witness. He said: Do you know that the Prophet (peace and blessings be upon him) forbade wearing gold except in small pieces? They said: Yes. He said: Do you know that the Prophet (peace and blessings be upon him) forbade combining Hajj and Umrah? They said: No. He said: By Allah, it too is (forbidden) along with them.

Sayyiduna Imran bin Husayn (may Allah be pleased with him) said: We performed tamattu' with the Messenger of Allah (peace and blessings be upon him), and the Qur'an was also revealed concerning it; so now let whoever wishes say whatever he likes by his own opinion.

Sayyiduna Abu Musa al-Ash'ari (may Allah be pleased with him) narrates: The Messenger of Allah (peace and blessings be upon him) sent me to the land of my people. When the time of Hajj came, he (peace and blessings be upon him) performed Hajj and so did I. When I arrived, he (peace and blessings be upon him) was at a place called "al-Abtah". He (peace and blessings be upon him) asked: "How did you say the talbiyah?" I said: Like this: 'Labbayka bi-hajjin ka-hajji Rasulillah (peace and blessings be upon him)' (Here I am, for a Hajj like the Hajj of the Messenger of Allah (peace and blessings be upon him)). He (peace and blessings be upon him) said: "You did well." Then he asked me: "Have you brought a sacrificial animal with you?" I said: No. So he (peace and blessings be upon him) said: "Then go and perform tawaf of the House of Allah and the sa'i between Safa and Marwah, and then leave the state of ihram." He says: So I went and did just as I had been commanded. Then I went to a woman of my people; she washed my head with lote-tree leaves and combed it. Then I put on ihram for Hajj on the Day of Tarwiyah. So during the lifetime of the Messenger of Allah (peace and blessings be upon him), in the time of Sayyiduna Abu Bakr (may Allah be pleased with him) and in the early part of the caliphate of Sayyiduna Umar (may Allah be pleased with him), I kept giving people the same fatwa that the Messenger of Allah (peace and blessings be upon him) had given me. While I was giving people this very fatwa near the Black Stone or the Station of Ibrahim, a man suddenly came and said to me quietly: Do not be hasty with your fatwa; the Commander of the Believers has made some change (that is, in the rites of Hajj). So I announced: O people! Whomever we have given a fatwa about anything should wait patiently; the Commander of the Believers is coming, so follow him. When Sayyiduna Umar (may Allah be pleased with him) arrived, I went to him and asked: Have you introduced something new in the rites? He said: Yes! We take the Sunnah of our Prophet (peace and blessings be upon him): he (peace and blessings be upon him) did not leave ihram before offering the sacrifice; and if we take the Qur'an, it tells us to "complete the Hajj and Umrah for Allah" [Surah al-Baqarah: 196].
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8871
It is narrated from Sayyiduna Abu Musa (may Allah be pleased with him) that he used to give fatwas in favour of tamattu'. A man said to him: Hold back some of your fatwas, for you do not know what the Commander of the Believers has introduced in the rites after you. Later he met him and asked him, and Sayyiduna Umar (may Allah be pleased with him) said to him: "I know that the Prophet (peace and blessings be upon him) did it, and his Companions too; but I disliked that people should spend the night with their wives under the arak trees and then set off (for Hajj) with their heads dripping."
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8872
The same is narrated through another chain, except that in it he said: "Then they would set off for Hajj with their heads dripping," and he did not mention the words "and his Companions".

Ibn Shihab narrates that Urwah bin al-Zubayr said that Sayyidah Aishah (may Allah be pleased with her), the wife of the Prophet (peace and blessings be upon him), informed him about the tamattu' of the Messenger of Allah (peace and blessings be upon him), combining Umrah with Hajj, and the people's tamattu' along with him, just like what Salim bin Abdullah informed me from Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) from the Messenger of Allah (peace and blessings be upon him). So I said to Salim bin Abdullah: Then why do you forbid me from tamattu', when the Messenger of Allah (peace and blessings be upon him) did it and the people did it with him? Salim said: Abdullah bin Umar (may Allah be pleased with them both) informed me that Umar bin al-Khattab (may Allah be pleased with him) said: "The most complete way for Umrah is that you keep it separate from the months of Hajj. The months of Hajj are well known: Shawwal, Dhu al-Qa'dah and Dhu al-Hijjah; so devote them purely to Hajj, and perform Umrah in the other months."
By this Sayyiduna Umar (may Allah be pleased with him) intended the completion of Umrah, because of the saying of Allah, the Mighty and Majestic: "And complete the Hajj and Umrah for Allah" [Surah al-Baqarah: 196]. That is because an Umrah in which a person performs tamattu' into Hajj is not complete unless he offers a sacrificial animal, or, if he does not find a sacrificial animal, fasts three days during Hajj and seven when he returns to his family; whereas an Umrah outside the months of Hajj is complete without a sacrificial animal or fasting. So by what he ordered, namely leaving tamattu' of Umrah into Hajj, Sayyiduna Umar (may Allah be pleased with him) intended the completion of the Umrah that Allah, the Mighty and Majestic, has commanded. Sayyiduna Umar (may Allah be pleased with him) also wanted the House to be visited twice every year, and he disliked that people should perform tamattu' of Umrah into Hajj and that this become their settled practice, so that they would come to the House only once a year. Then the rulers became strict about tamattu', until people thought that the rulers regarded it as forbidden. By my life, the rulers did not regard it as forbidden; rather, seeking reward, they followed what Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) had ordered in that matter.
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8874
Salim (may Allah have mercy on him) says that Ibn Umar (may Allah be pleased with them both) was asked about tamattu' Hajj, and he ordered that tamattu' be performed. It was said to him: You are contradicting your father. He said: My honoured father did not say what you say. He only said to separate Umrah from Hajj, meaning that Umrah in the months of Hajj is not complete without a sacrificial animal, and he wanted people to come to visit the House of Allah outside the months of Hajj as well. But you have declared it forbidden and begun punishing people for it, even though Allah has made it lawful and the Messenger of Allah (peace and blessings be upon him) acted upon it. When people raised many objections, he would say: Is the Book of Allah more deserving to be followed, or Umar (may Allah be pleased with him)?
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8875
Salim says that Abdullah bin Umar (may Allah be pleased with them both) used to give people the fatwa of the concession of tamattu' that Allah Almighty has granted, and which is also the Sunnah of the Messenger of Allah (peace and blessings be upon him). People said to him: How can you contradict your father, when he forbids it? Abdullah bin Umar (may Allah be pleased with them both) said to them: Woe to you! Do you not fear Allah Almighty? Do you not understand that Umar (may Allah be pleased with him) forbade it seeking good and the completion of Umrah? So why do you declare it forbidden when Allah Almighty has declared it lawful and the Messenger of Allah (peace and blessings be upon him) acted upon it? Is following the Sunnah of the Messenger of Allah (peace and blessings be upon him) more necessary, or that of Umar (may Allah be pleased with him)? Umar (may Allah be pleased with him) did not say that Umrah in the months of Hajj is forbidden; rather he said that Umrah is completed in a better way when you perform it outside the months of Hajj.

Ali bin Abi Talib (may Allah be pleased with him) asked Umar bin al-Khattab (may Allah be pleased with him): Have you forbidden tamattu'? He said: No; rather, I wanted the House of Allah to be visited more often. So Ali (may Allah be pleased with him) said: Whoever performs Hajj alone, that is a good deed; and whoever performs tamattu' is following the Book and the Sunnah.

Abu Nadrah (may Allah have mercy on him) says: I said to Jabir bin Abdullah (may Allah be pleased with them both) that Ibn al-Zubayr (may Allah be pleased with them both) forbids tamattu' and Ibn Abbas (may Allah be pleased with them both) orders it. Jabir (may Allah be pleased with them both) said: This matter has revolved around me. We performed tamattu' in the time of the Messenger of Allah (peace and blessings be upon him). When Umar (may Allah be pleased with him) came, he addressed the people and said: Allah makes lawful for His Prophet whatever He wills, and the Qur'an has been revealed in its places. Separate your Hajj from your Umrah, and put an end to mut'ah with women. If any man is brought to me who has married a woman for a fixed term, I will certainly stone him.

Muslim al-Qurri says: I asked Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) about tamattu' Hajj, and he gave a concession for it, while Sayyiduna Abdullah bin al-Zubayr (may Allah be pleased with them both) used to forbid it. He said: "This is the mother of Ibn al-Zubayr; she relates that the Messenger of Allah (peace and blessings be upon him) gave a concession for it. Go to her and ask her." He said: So we went to her, and she was a heavily built, blind woman. She said: "The Messenger of Allah (peace and blessings be upon him) gave a concession for it."

Marwan bin al-Hakam (may Allah have mercy on him) says: I heard Uthman and Ali (may Allah be pleased with them both) between Makkah and Madinah. Uthman (may Allah be pleased with him) was forbidding mut'ah, that Hajj and Umrah should be combined. When Ali (may Allah be pleased with him) saw this, he began to say the talbiyah for both Hajj and Umrah. Uthman (may Allah be pleased with him) said: I forbid something and you do it? He said: I will not abandon the Sunnah of the Messenger of Allah (peace and blessings be upon him) because of the word of any person.

Sa'id bin al-Musayyib (may Allah have mercy on him) says that Sayyiduna Ali and Sayyiduna Uthman (may Allah be pleased with them both) met at a place called Usfan, and Sayyiduna Uthman (may Allah be pleased with him) used to forbid tamattu' Hajj. Sayyiduna Ali (may Allah be pleased with him) said to him: "Do you want to forbid something that the Messenger of Allah (peace and blessings be upon him) did?" He said: "Leave us alone." He said: "I cannot leave you alone." And he began to say the talbiyah for both Hajj and Umrah together.

Abdullah bin Shaqiq (may Allah have mercy on him) says that Uthman (may Allah be pleased with him) used to forbid tamattu' and Ali (may Allah be pleased with him) used to order it. Uthman (may Allah be pleased with him) said something to Ali (may Allah be pleased with him), and Ali (may Allah be pleased with him) said: You know that we performed tamattu' with the Messenger of Allah (peace and blessings be upon him)? He said: Yes! But we were afraid.

Abd al-Rahman bin Abi al-Sha'tha' (may Allah have mercy on him) says: I said to Ibrahim al-Nakha'i (may Allah have mercy on him) and Ibrahim al-Taymi (may Allah have mercy on him) that I want to combine Hajj and Umrah. Al-Nakha'i (may Allah have mercy on him) said: But your father did not intend that. Al-Taymi (may Allah have mercy on him), narrating from his father, said that he passed by Sayyiduna Abu Dharr (may Allah be pleased with him) at al-Rabadhah and mentioned this to him, and he said: This was a concession only for us, not for you.
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8883
(a) Sayyiduna Abu Dharr (may Allah be pleased with him) said: The concession of tamattu' Hajj was only for the Companions of Muhammad (peace and blessings be upon him).
(b) In Sahih Muslim it is narrated from Abu Bakr bin Abi Shaybah. What he meant, and Allah knows best, was their annulling of the Hajj into Umrah: some of the Companions had said the talbiyah for Hajj and had no sacrificial animal with them, so the Messenger of Allah (peace and blessings be upon him) commanded them "to make it an Umrah", in order thereby, and Allah knows best, to put an end to their custom of regarding Umrah as forbidden in the months of Hajj.
(c) This is not permissible today.
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8884
Sayyiduna Abu Dharr (may Allah be pleased with him) used to say about a person who makes the intention of Hajj and later wants to annul it into Umrah: this was only for those people who were with him (peace and blessings be upon him).

Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) said: "The months of Hajj are well known" [Surah al-Baqarah: 197]; there is no Umrah in them.

(a) Tariq bin Shihab says: I came to Abdullah (may Allah be pleased with him) and said that a woman among us wants to combine Umrah with her Hajj. Abdullah (may Allah be pleased with him) said: Allah says: "The Hajj is in well-known months" [Surah al-Baqarah: 197], and I consider these alone to be the months of Hajj.
(b) Zayd bin Suhan and Salman bin Rabi'ah disliked it, and its permissibility is stated by Umar bin al-Khattab (may Allah be pleased with him). The reason for the dislike is the narration we have transmitted from Sayyiduna Umar (may Allah be pleased with him). It is reported from Abdullah bin Mas'ud (may Allah be pleased with him): These are two rites, and I like that each of them should have its own dishevelment and its own journey. The permissibility of tamattu', qiran and ifrad is established from the Messenger of Allah (peace and blessings be upon him). What concerns the Hajj ifrad of the Messenger of Allah (peace and blessings be upon him) has passed earlier, and the disagreement in the early period over the dislike of tamattu' and qiran has also passed. Performing Hajj separately from Umrah (ifrad) is more virtuous. Wallahu a'lam (And Allah knows best).
