It is reported about Sayyiduna Abdullah bin Amr (may Allah be pleased with him) that he wrote in a letter to his agent in charge of a piece of land: "You must not withhold your surplus water from anyone, for I heard the Prophet (peace and blessings be upon him) say: 'Whoever withholds surplus water in order thereby to withhold surplus pasture, Allah Almighty will withhold His bounty from him on the Day of Resurrection.'"

(Allamah al-Haythami says:) I say: I have recorded it here because of these words of the report: "after one no longer needs it".
Imam Ahmad recorded it.

I asked: "What is the thing that it is not lawful to withhold?" The Prophet (peace and blessings be upon him) said: "Salt." I asked: "Then what?" He said: "Water and fire."
Al-Tabarani recorded it in al-Mu'jam al-Awsat and al-Mu'jam al-Kabir; its chain contains a narrator, Yahya bin Sa'id al-Attar, who is matruk (abandoned).

Al-Tabarani recorded it in al-Mu'jam al-Kabir with a chain about which Ibn Hibban said that whatever is narrated with this chain is mawdu' (fabricated).

Sayyiduna Samurah (may Allah be pleased with him) narrates this saying of the Prophet (peace and blessings be upon him): "The road shall not be cut off (that is, there shall be no highway robbery), surplus water shall not be withheld, and the traveller shall not be denied the loan of the bucket, the rope and the trough if he has no implement to help him; he shall be left free to reach the well so that he may draw water; and no one shall be prevented from digging (a well) if the digger leaves twenty-five cubits as a resting place for his livestock after they have drunk."
Al-Tabarani recorded it in al-Mu'jam al-Kabir, and its chain contains mastur (unknown-status) narrators.

Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) said: "Any man whose cousin comes to him and asks him for something of his surplus, and he refuses to give it to him, Allah Almighty will withhold His bounty from him on the Day of Resurrection. And whoever withholds surplus water in order thereby to withhold surplus pasture, Allah Almighty will withhold His bounty from him on the Day of Resurrection."
Al-Tabarani recorded it in al-Mu'jam al-Saghir and al-Mu'jam al-Awsat. Imam Ahmad recorded from it only the part prohibiting (the withholding of) surplus water. Imam Ahmad's narrators are thiqat (trustworthy), and there is criticism about some of them that does no harm. In al-Tabarani's chain there is a narrator, Muhammad bin al-Hasan al-Firdawsi, whom al-Azdi declared weak on account of this hadith, saying: It is not mahfuz (preserved).
