Majma al-Zawaid — Hadith 6611

Sayyiduna Anas (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) said: "There are two things which it is not lawful to withhold: water and fire."
Al-Bazzar and al-Tabarani (in al-Mu'jam al-Saghir) recorded it; its chain contains a narrator, al-Hasan bin Abi Ja'far, and he is da'if (weak), though he has been given a weak declaration of trustworthiness.
