بَابُ فَضْلِ الْمَاءِ وَالْكَلَإِ وَمَا لَا يَحِلُّ مَنْعَهُ .

وَعَنْ وَاثِلَةَ قَالَ : قَالَ رَسُولُ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - : " لَا تَمْنَعُوا عِبَادَ اللَّهِ فَضْلَ الْمَاءِ ، وَلَا الْكَلَأَ ، وَلَا النَّارَ ، فَإِنَّ اللَّهَ تَعَالَى جَعَلَهَا مَتَاعًا لِلْمُقْوِينَ وَقُوَّةً لِلْمُسْتَضْعَفِينَ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْكَبِيرِ بِسَنَدٍ قَالَ فِيهِ ابْنُ حِبَّانَ : إِنَّ مَا رُوِيَ بِهِ فَهُوَ مَوْضُوعٌ .

Sayyiduna Wathilah (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) said: "Do not withhold from the servants of Allah surplus water, (surplus) pasture or (surplus) fire, for Allah Almighty has made them a provision for those who are strong and a source of strength for the weak."
Al-Tabarani recorded it in al-Mu'jam al-Kabir with a chain about which Ibn Hibban said that whatever is narrated with this chain is mawdu' (fabricated).
