بَابُ فَضْلِ الْمَاءِ وَالْكَلَإِ وَمَا لَا يَحِلُّ مَنْعَهُ .

وَعَنْ سَمُرَةَ أَنَّ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - كَانَ يَقُولُ : " لَا يُقْطَعُ طَرِيقٌ ، وَلَا يُمْنَعُ فَضْلُ مَاءٍ ، وَلَا ابْنُ السَّبِيلِ عَارِيَةَ الدَّلْوِ ، وَالرِّشَاءِ ، وَالْحَوْضِ إِنْ لَمْ تَكُنْ لَهُ أَدَاةٌ تُعِينُهُ ، وَيُخَلَّى بَيْنَهُ وَبَيْنَ الرَّكِيَّةِ ، يَسْقِي ، وَلَا يُمْنَعِ الْحَفْرَ إِذَا تَرَكَ الْحَافِرُ خَمْسَةً وَعِشْرِينَ ذِرَاعًا عَطَنًا لِمَاشِيَتِهِ " .
رَوَاهُ الطَّبَرَانِيُّ فِي الْكَبِيرِ ، وَفِي إِسْنَادِهِ مَسَاتِيرُ .

Sayyiduna Samurah (may Allah be pleased with him) narrates this saying of the Prophet (peace and blessings be upon him): "The road shall not be cut off (that is, there shall be no highway robbery), surplus water shall not be withheld, and the traveller shall not be denied the loan of the bucket, the rope and the trough if he has no implement to help him; he shall be left free to reach the well so that he may draw water; and no one shall be prevented from digging (a well) if the digger leaves twenty-five cubits as a resting place for his livestock after they have drunk."
