بَابُ فَضْلِ الْمَاءِ وَالْكَلَإِ وَمَا لَا يَحِلُّ مَنْعَهُ .

عَنْ عَبْدِ اللَّهِ بْنِ عَمْرٍو أَنَّهُ كَتَبَ إِلَى عَامِلٍ لَهُ عَلَى أَرْضٍ : أَنْ لَا تَمْنَعْ فَضْلَ مَائِكَ ، فَإِنِّي سَمِعْتُ رَسُولَ اللَّهِ - صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ - يَقُولُ : " مَنْ مَنَعَ فَضْلَ الْمَاءِ لِيَمْنَعَ بِهِ فَضْلَ الْكَلَإِ مَنَعَهُ اللَّهُ فَضْلَهُ يَوْمَ الْقِيَامَةِ " .
It is reported about Sayyiduna Abdullah bin Amr (may Allah be pleased with him) that he wrote in a letter to his agent in charge of a piece of land: "You must not withhold your surplus water from anyone, for I heard the Prophet (peace and blessings be upon him) say: 'Whoever withholds surplus water in order thereby to withhold surplus pasture, Allah Almighty will withhold His bounty from him on the Day of Resurrection.'"
