In one narration the words are: "Two kinds of people from my Ummah will not attain my intercession: an oppressive, tyrannical ruler, and one who goes to extremes in religion, who testifies against them (that is, the Muslims) and disowns them."
Al-Tabarani recorded it with two chains; one of them contains Mani', about whom Ibn Adi said: "He has solitary narrations, though I hope there is no harm in him." The rest of the narrators of the first chain are thiqat (trustworthy).

Abu Qabil narrates: Sayyiduna Mu'awiyah bin Abi Sufyan (may Allah be pleased with him) ascended the pulpit on Friday and said during his sermon: "This (public) wealth is our wealth, and the fay' is our fay'; we will give it to whomever we wish and withhold it from whomever we wish." No one answered him. When the next Friday came, he said something similar, but again no one answered him. When the third Friday came, he said the same thing, and a man from among those present in the mosque stood up before him and said: "Never! This (public) wealth is our wealth, and the spoils are our spoils; whoever tries to stand between us and it, we will take our case against him to Allah Almighty with our swords." When Sayyiduna Mu'awiyah (may Allah be pleased with him) came down from the pulpit (and went home after the prayer), he sent for that man, and he was brought in to him. The people said: "This man is finished." When the people went in to him, they found the man sitting with Sayyiduna Mu'awiyah (may Allah be pleased with him) on the couch. Sayyiduna Mu'awiyah (may Allah be pleased with him) said to the people: "This man has given me life; may Allah Almighty give him life! I heard the Prophet (peace and blessings be upon him) saying: 'Soon after me there will be rulers who will speak (wrongly) and no one will answer them back; they will plunge headlong into Hell just as monkeys leap about.' I spoke on the first Friday and no one answered me, so I feared that I might be one of them. Then I spoke on the second Friday and no one answered me, so I said to myself that I am one of those people. Then I spoke on the third Friday, and this man stood up and answered me (or rejected what I said), so he has given me life; may Allah Almighty give him life!"
Al-Tabarani recorded it in al-Mu'jam al-Kabir and al-Mu'jam al-Awsat, and Abu Ya'la recorded it, and its narrators are thiqat (trustworthy).

Sayyiduna Abu Sa'id al-Khudri (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) addressed us and said in his sermon: "Behold! Soon I will be called and I will respond. After me, people will become your rulers who will act in ways that you know and do things that you recognise as right; obedience to them is true obedience. Things will remain like this for some time. Then after them, people will become your rulers who will act in ways that you do not know (to be right) and do things that you do not recognise as right (that is, as good). Whoever goes along with them and gives them sincere counsel, such people are ruined themselves and bring ruin upon others. Mix with them in body, but separate from them in your deeds, and bear witness about the one who does good that he is a doer of good, and about the one who does evil that he is a doer of evil."

Umar bin Bilal narrates: I saw Sayyiduna Abdullah bin Busr (may Allah be pleased with him), the Companion of the Prophet (peace and blessings be upon him), sitting in the mosque; he was a very old, aged man. His slave came to him and said: "O my master! These camels of yours have been seized for forced labour at al-Rilah" (meaning the house of al-Abbas bin al-Walid which is near the door of the mosque of Hims). He had two men with him, and they took him by his upper arms until he stood up. Umar bin Bilal said: I walked with him until he came to al-Rilah, and there were his camels made to kneel, and the people were loading earth into sacks. He took hold of a sack and began holding it open for them. Some Christians said: "This is a Companion of your Prophet (peace and blessings be upon him), and you treat him like this? If we had found one of the companions of Sayyiduna Isa (peace be upon him), we would have carried him on our heads." Then the people moved forward to take it from him, but he said: "Leave me! I heard the Prophet (peace and blessings be upon him) saying: 'How will you be when the rulers oppress you?'"

Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates that the Prophet (peace and blessings be upon him) said: "There are three kinds of people at whom Allah Almighty will not look with mercy on the Day of Resurrection, nor will He purify them, and for them is a painful punishment: (the first) a man who comes to a people who are steadfast upon Islam, and then he breaks their unity, until they make the forbidden things lawful and shed blood; and (the second) an unjust ruler who says: 'Whoever obeys me has obeyed Allah, and whoever disobeys me has disobeyed Allah.'" The narrator Sufyan did not mention the third.

When they become a bribe against the religion, do not take them; but you will not give them up, for poverty and need will prevent you. Behold! The mill of Banu Marah kept turning, and then Banu Marah were killed. And the mill of Islam will keep turning, so turn with the command of the Book wherever it turns. Behold! The Book and the ruler will soon part ways, so do not part from the Book. Behold! Soon there will come over you rulers who will issue judgments for themselves that they will not issue in your favour. If you disobey them, they will have you killed, and if you obey them, they will lead you astray." The people said: "O Messenger of Allah! What then should we do?" The Prophet (peace and blessings be upon him) said: "(You should do) as the companions of Sayyiduna Isa bin Maryam (peace be upon him) did: they were sawn apart with saws and hung upon the gallows (they embraced death, but did not abandon the religion). To die in obedience to Allah Almighty is better than to live in disobedience to Allah Almighty."

What will become of you when your best people are overpowered, the young and the wicked among you are made rulers over you, and the prayer is performed outside its appointed time?" I replied: "I do not know!" He said: "Do not become a tax collector (jabi), a headman ('arif), a policeman, or a courier (barid) (that is, a government official), and perform the prayer at its appointed time." I do not know the narrator named Mahdi; the rest of the narrators of this report are the narrators of the Sahih.
