It is narrated from Aslam (may Allah have mercy on him), the freed slave of Sayyiduna Umar bin al-Khattab (may Allah be pleased with him), that Sayyiduna Umar bin al-Khattab (may Allah be pleased with him) saw Sayyiduna Talhah (may Allah be pleased with him) wearing two dyed garments while in the state of ihram, and asked: "What is this?" He replied: "O Commander of the Believers! There is no harm in it; it is only red clay (mishq) dye." At that Sayyiduna Umar (may Allah be pleased with him) said: "O group of Companions! You are leaders whom the people follow. It may be that an ignorant person sees you and says: 'I saw Talhah wearing two dyed garments,' and so concludes that he wore coloured clothing in ihram. So let me never see any of you wearing a dyed garment in the state of ihram."
This chain is sahih (authentic) and mawquf (stopping at the Companion), and this report is a foundational basis for the principle of sadd al-dhara'i' (blocking the possible means to harm).

Imam Ahmad bin Mani' narrated with his chain from Abu Ja'far that Sayyiduna Umar al-Faruq (may Allah be pleased with him) saw Sayyiduna Abdullah bin Ja'far (may Allah be pleased with them both) wearing two dyed garments while in the state of ihram, and asked (by way of inquiry): "What is this?" At that Sayyiduna Ali al-Murtada (may Allah be pleased with him) replied (in his defence): "I do not think that anyone will teach us the Sunnah (that is, we know the Sunnah of the Prophet (peace and blessings be upon him) and act upon it)."

He replied: "Indeed, Allah Almighty has nothing to do with your dirt (that is, Allah does not wish to see you dirty, so there is no harm in washing clothes for the sake of cleanliness)."

Imam Musaddad (may Allah have mercy on him) relates: Yahya informed us through Isma'il bin Abi Khalid, who narrates from his sister, that she saw the Mother of the Believers, Sayyidah Aishah al-Siddiqah (may Allah be pleased with her), on the evening of the Day of Tarwiyah (the 8th of Dhu al-Hijjah), wearing a shift dyed rose-pink or with safflower and a black head-covering, while she was in the state of ihram.
The imams and commentators of hadith infer from this report that it is permissible for women to wear coloured clothes in the state of ihram, provided they are not perfumed and the purpose is not display or attracting the attention of men.

Sayyiduna Ya'la bin Umayyah (may Allah be pleased with him) narrates from his father that a man came to the Prophet (peace and blessings be upon him). He was wearing a cloak on which traces of a yellow perfume (khaluq) were visible, and he asked: "What should I do in my Umrah (regarding ihram)?" Just then divine revelation began to descend upon him (peace and blessings be upon him), and he (peace and blessings be upon him) was covered with a cloth. And Umayyah (the narrator's father) had a strong desire to see the Messenger of Allah (peace and blessings be upon him) in the state of receiving revelation (then the narrator related the complete hadith).
I (Ibn Hajar) say: In the chain of this report the narrator named Abbas made an error. In reality this report is narrated by Ibn Ya'la bin Umayyah from his father (Sayyiduna Ya'la), so this hadith actually belongs to Sayyiduna Ya'la bin Umayyah (may Allah be pleased with him), not to his father Umayyah.
