Nubayh bin Wahb said: Umar bin Ubaydullah intended to marry Talhah bin Umar to the daughter of Shaybah bin Jubayr, so he invited Aban bin Uthman, the leader of the Hajj. Aban said: I heard Sayyiduna Uthman bin Affan (may Allah be pleased with him) say that he heard the Messenger of Allah (peace and blessings be upon him) say: "The muhrim (one in the state of ihram) should not marry, nor have a marriage contracted for him, nor propose marriage."

Nubayh bin Wahb (may Allah have mercy on him) said: Umar bin Ubaydullah bin Ma'mar (may Allah have mercy on him) sent me; he intended to marry his son to the daughter of Shaybah bin Uthman. He invited Aban bin Uthman (may Allah have mercy on him), who was the leader of the pilgrims, and he said: I consider him a Bedouin, because "the muhrim neither contracts his own marriage nor anyone else's." Sayyiduna Uthman (may Allah be pleased with him) narrated this to me from the Messenger of Allah (peace and blessings be upon him).

It is also narrated from Ibn Umar (may Allah be pleased with them both) in the same way, but he did not attribute it to the Prophet (peace and blessings be upon him). It has also been narrated from Ibn Umar as marfu' (attributed to the Prophet), but what is correct from Ibn Umar is that it is mawquf (his own statement).
