Urwah (may Allah have mercy on him) said: I said to Sayyidah Aishah (may Allah be pleased with her), when I was still young: What is your view of this saying of Allah Almighty: "Indeed, Safa and Marwah are among the symbols of Allah; so whoever performs Hajj of the House or performs Umrah, there is no blame upon him for going around them both" [Surah Al-Baqarah: 158]? I think that even if someone does not go around them, there is no blame on him either. Sayyidah Aishah (may Allah be pleased with her) said: Not at all! If it were as you say, the verse would have had to read: "There is no blame upon him if he does not go around them." This verse was revealed concerning the Ansar: they used to recite the talbiyah for Manat, and Manat stood opposite Qudayd, so for this reason they felt it sinful to go around Safa and Marwah. When Islam came, they asked the Prophet (peace and blessings be upon him) about this, so Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah." [Surah Al-Baqarah: 158]
Imam al-Bukhari (may Allah have mercy on him) said that Abu Mu'awiyah narrated these additional words from Hisham: "Allah does not complete the Hajj and Umrah of a person who did not go around between Safa and Marwah (did not perform the sa'y)."

Urwah bin al-Zubayr bin al-Awwam (may Allah have mercy on him) said: I said to Sayyidah Aishah (may Allah be pleased with her): I think that if a man leaves out the circuits of Safa and Marwah, it will not harm him. She asked: Why? I said: Allah Almighty says: "Indeed, Safa and Marwah are among the symbols of Allah; so whoever performs Hajj of the House or performs Umrah, there is no blame upon him for going around them both." [Surah Al-Baqarah: 158] She said: O my nephew! If it were as you say, it would have had to be: "There is no blame in not going around them." The Hajj and Umrah of a person who did not go around Safa and Marwah are not complete. Do you know concerning what this was revealed? The Ansar used to recite the talbiyah for an idol on the seashore, then they would come and go around Safa and Marwah and shave their heads. When Islam came, they disliked going around between them because of what they used to do in the Jahiliyyah, so Allah Almighty revealed this verse: "Indeed, Safa and Marwah" [Surah Al-Baqarah: 158] (to the end of the verse). So the people came and performed the circuits.
(b) Abu Mu'awiyah narrates from Hisham that this verse was revealed concerning those who used to go around between Safa and Marwah in the Jahiliyyah.
(c) In the narration of Imam Malik it is that this verse was revealed concerning those who did not go around between them both. It is possible that both statements are correct.

Urwah bin al-Zubayr (may Allah have mercy on him) said: I said to Sayyidah Aishah (may Allah be pleased with her): What is your view of this verse: "Indeed, Safa and Marwah are among the symbols of Allah" [Surah Al-Baqarah: 158]? I said: If someone does not go around Safa and Marwah, there is no blame on him. Sayyidah Aishah (may Allah be pleased with her) said: My nephew! What you have said is very wrong. If this verse meant what you have taken it to mean, the verse would have read: "Then there is no sin upon him if he does not go around them both." Rather, it was revealed concerning the Ansar: before accepting Islam they used to recite the talbiyah for Manat, the false deity, which they used to worship near al-Mushallal, and whoever recited the talbiyah for it would feel it sinful to go around Safa and Marwah. So when they asked the Prophet (peace and blessings be upon him), Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah." [Surah Al-Baqarah: 158] Sayyidah Aishah (may Allah be pleased with her) said: "The Prophet (peace and blessings be upon him) made going around between them both a prescribed practice, so it is not permissible for anyone to leave out going around them." [Sahih. Malik: 832]

Ibn Shihab (al-Zuhri) narrated the same hadith and added: I informed Abu Bakr bin Abd al-Rahman bin al-Harith bin Hisham of what Urwah had narrated to me about that from Sayyidah Aishah (may Allah be pleased with her). Abu Bakr bin Abd al-Rahman said: This is knowledge and a matter I had not heard before. I have heard men of knowledge saying that all the people, except those whom Sayyidah Aishah (may Allah be pleased with her) mentioned, who used to recite the talbiyah for Manat, used to go around Safa and Marwah; and when Allah Almighty mentioned the circuits of the House and did not mention going around Safa and Marwah, they said: O Messenger of Allah (peace and blessings be upon him), is there any blame upon us if we go around Safa and Marwah? So Allah Almighty revealed: "Indeed, Safa and Marwah are among the symbols of Allah; so whoever performs Hajj of the House or performs Umrah, there is no blame upon him for going around them both." [Surah Al-Baqarah: 158] Abu Bakr said: So I hear that this verse was revealed concerning both groups together: those who in the Jahiliyyah felt it sinful to go around Safa and Marwah, and those who in the Jahiliyyah used to go around Safa and Marwah along with the circuits of the House, when He mentioned it.

Sayyiduna Anas bin Malik (may Allah be pleased with him) said: Safa and Marwah were among the rites of the Jahiliyyah; when Islam came, we refrained from them, so Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah." [Surah Al-Baqarah: 158]

Then he recited this verse: "Indeed, in the Messenger of Allah (peace and blessings be upon him) you have the best example." [Surah Al-Ahzab: 21]

He said: "No." And they asked Ibn Umar (may Allah be pleased with them both), and he said: "The Prophet (peace and blessings be upon him) came and went round the House seven times, then prayed two rak'ahs behind the Maqam, and went round between al-Safa and al-Marwah seven times; and: Indeed, in the Messenger of Allah you have an excellent example [Surah al-Ahzab: 21]."

Ibn Umar (may Allah be pleased with them both) replied, and he mentioned the same words as in the previous hadith.

The women of Banu Abd al-Dar (may Allah be pleased with them), who saw the Messenger of Allah (peace and blessings be upon him), say: We went into the house of Ibn Abi Husayn, and through a broken door we saw the Messenger of Allah (peace and blessings be upon him) hastening in the place of sa'i, until, when he reached the lane of Banu so-and-so, he turned towards the people and said: "O people, perform the sa'i, for the sa'i has been prescribed for you."

The daughter of Abu Tajra'ah (may Allah be pleased with her), one of the women of Banu Abd al-Dar, says: I went with some women of Quraysh into the house of the family of Abu Husayn. We were watching the Messenger of Allah (peace and blessings be upon him) while he was performing the sa'i between al-Safa and al-Marwah. I saw him performing the sa'i, and his lower garment was swirling because of how fast he was going, so much so that I was saying that I would now see his knees. And I heard him saying: "Perform the sa'i, for Allah has indeed prescribed the sa'i for you."
