Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) says that the Prophet (peace and blessings be upon him) said: "The hands are to be raised in the prayer, and when one sees the House, and on al-Safa and al-Marwah, and on the evening of Arafah, and at Jam' (Muzdalifah), at the two Jamrahs, and over the deceased."
It is munqati' (its chain is broken): Ibn Jurayj did not hear it from Miqsam. Ibn Abi Layla, who narrated it through another chain, is not strong in hadith.

Muhajir al-Makki says: I said to Jabir bin Abdullah (may Allah be pleased with them both): Should a man raise his hands when he sees the Ka'bah? He said: I do not think anyone did this except the Jews. We set out with the Prophet (peace and blessings be upon him); did we do that?

(Through another chain, with the same meaning,) except that he said: We performed Hajj with the Messenger of Allah (peace and blessings be upon him), and we did not do it.
The Shaykh (al-Bayhaqi) said: The first report (about raising the hands on seeing the House), despite being mursal, is better known among the scholars than the hadith of Muhajir, and it has supporting reports, even if they are mursal; and in a matter like this, the word of the one who saw and affirmed it is to be taken.
