Sayyiduna Jubayr bin Mut'im (may Allah be pleased with him) says that the Prophet (peace and blessings be upon him) said: "O Banu Abd al-Muttalib! (or he said: O Banu Abd Manaf!) If you become custodians of this House, you must not prevent anyone from performing tawaf of it, nor from praying at any time of the night or the day."
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الصلاة / 4412
Jubayr bin Mut'im (may Allah be pleased with him) says that the Prophet (peace and blessings be upon him) said: "O Banu Abd Manaf! Whoever among you becomes in charge of the affairs of the people, let him not prevent people from performing tawaf of the House of Allah, nor prevent anyone from praying at whatever hour he wishes, of the night or the day."
What is meant by the prayer mentioned is the two rak'ahs of tawaf. This is a prayer that has a cause; it is not specified. If what is meant is all supererogatory prayers, then the place is specified. The first view is closer to the reports (athar).

It is narrated from Sayyiduna Abu Dharr (may Allah be pleased with him) that he took hold of the knocker of the door of the Ka'bah and said: Whoever knows me knows me, and whoever does not know me (let him hear): I am Jundub, the Companion of the Prophet (peace and blessings be upon him). I heard the Prophet (peace and blessings be upon him) say: "There is no prayer after Asr until the sun sets, and no prayer after the Fajr prayer until the sun rises, except in Makkah." And he said this three times.
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الصلاة / 4414
Mujahid (may Allah have mercy on him) said: Abu Dharr (may Allah be pleased with him) came and took hold of the knocker of the door of the Ka'bah, then said: I heard the Messenger of Allah (peace and blessings be upon him) say, with these two ears of mine: "There is no prayer after Asr until the sun sets, and no prayer after Fajr until the sun rises, except in Makkah." He said this three times.
Humayd al-A'raj is not strong, and Mujahid's hearing from Abu Dharr is not established; his words 'came to us' mean that he came to our town. And Allah knows best.

Mujahid (may Allah have mercy on him) said: It reached us that Sayyiduna Abu Dharr (may Allah be pleased with him) said: I saw the Prophet (peace and blessings be upon him) holding the knocker of the door of the Ka'bah, and he (peace and blessings be upon him) said three times: "There is no prayer after Asr except in Makkah."

Sayyiduna Abu Hurayrah (may Allah be pleased with him) says that the Messenger of Allah (peace and blessings be upon him) said: "There is no prayer after Fajr until the sun rises, and no prayer after Asr until the sun sets. Whoever performs tawaf of the House of Allah, let him pray at whatever time he performs tawaf."

Amr bin Dinar said: I and Ata' bin Abi Rabah saw Sayyiduna Ibn Umar (may Allah be pleased with them both) perform tawaf after Fajr and pray before sunrise.
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الصلاة / 4420
Ata' bin Abi Rabah said: I saw Abdullah bin Umar (may Allah be pleased with them both) performing tawaf after the morning prayer, before sunrise; then he prayed. The narrator says: I mentioned this to Nafi' (may Allah have mercy on him), and Nafi' (may Allah have mercy on him) said: The people of Makkah have made a mistake about Ibn Umar (may Allah be pleased with them both).
This rejection by Nafi' (may Allah have mercy on him) is not accepted, because he did not know about its reliability. As for what the people of Makkah narrate from Ibn Umar (may Allah be pleased with them both), had he known, he would have confirmed it, not rejected it. Ibn Umar (may Allah be pleased with them both) used to pray the funeral prayer after Asr and after the morning prayer, and likewise the two rak'ahs of tawaf; but in his view prayer is prohibited at the time of sunrise and sunset. And what the people of Makkah narrate from him may be in accordance with his own view. (And Allah knows best.)

Ibn Abi Mulaykah (may Allah have mercy on him) said: I saw Abdullah bin Abbas (may Allah be pleased with them both) perform tawaf after Asr, and he also prayed.

Abu al-Darda' (may Allah be pleased with him) performed tawaf after Asr at the time of sunset and prayed two rak'ahs before the sun set. It was said to Abu al-Darda' (may Allah be pleased with him): You are a Companion of the Messenger of Allah (peace and blessings be upon him), and you yourself say: "There is no prayer after Asr until the sun sets." Abu al-Darda' (may Allah be pleased with him) replied: This city is not like other cities.

Abd al-Rahman bin Abd al-Qari (may Allah have mercy on him) said that Sayyiduna Umar (may Allah be pleased with him) prayed the morning prayer in Makkah, then made seven circuits of the House of Allah. Likewise (through another chain).
Yunus bin Abd al-A'la said: Al-Shafi'i (may Allah have mercy on him) said to me about this hadith: In saying "al-Zuhri, from Urwah, from Abd al-Rahman", Sufyan bin Uyaynah followed the well-trodden path, meaning he kept to the familiar route. Abd al-Rahman bin Muhammad said: That is because Malik, Yunus and others narrated the hadith from al-Zuhri, from Humayd bin Abd al-Rahman al-Qari, from Umar; so al-Shafi'i meant that Sufyan erred, and that what is correct is what Malik narrated.

Ibn Abi Najih narrates from his father that Abu Sa'id al-Khudri (may Allah be pleased with him) came to us and performed tawaf after the morning prayer.
