It is narrated from Sayyiduna Abdullah bin al-Zubayr (may Allah be pleased with them both) that Allah Almighty revealed this verse, "Take to forgiveness, enjoin what is right, and turn away from the ignorant" [Surah al-A'raf: 199], only concerning the character of people.
This hadith is sahih on the condition of the two Shaykhs.

Bahz bin Hakim narrates from his father, from his grandfather (Mu'awiyah bin Haydah), that the Prophet (peace and blessings be upon him) detained a man from their people on some accusation. A man from their people came to the Prophet (peace and blessings be upon him) while he was delivering a sermon and said: O Muhammad, for what crime have you detained my neighbours? The Prophet (peace and blessings be upon him) remained silent. Then he said again: Some people say that you forbid evil but do it yourself in private (Allah forbid). He (peace and blessings be upon him) asked: "What are you saying?" So I (the narrator) began to steer the conversation between them, fearing that he (peace and blessings be upon him) would understand the matter and invoke a supplication against my people after which they would never prosper. But he (peace and blessings be upon him) understood it and said: "Have they said that (or has one of them said it)? By Allah, if I were to do so, my state would be the same (as that of wrongdoers). Release his neighbours."
The discussion about the Sahifah of Bahz bin Hakim has already passed, and the supporting narrations of this hadith are in the two Sahihs (such as the incident of the Najrani cloak and the story of the Battle of Hunayn).
