Mustadrak al-Hakim — Hadith 8738

أخبرنا أحمد بن سَلْمان الفقيه ببغداد، حدثنا أحمد بن زُهير بن حَرْب، حدثنا موسى بن إسماعيل التَّبُوذَكي، حدثنا الصَّعْق بن حَزْن، حدثنا علي بن الحكم البُناني، عن أنس بن مالك قال: قال رسول الله ﷺ: "الأمراءُ من قُريش، الأمراءُ من قُريش، ما عَمِلوا فيكم بثلاثٍ: ما رَحِموا إذا استُرحِموا، وقَسَطُوا (2) إذا قَسَمُوا، وعَدَلُوا إذا حَكَموا" (3).
هذا حديث صحيح على شرط الشيخين، ولم يُخرجاه.

It is narrated from Sayyiduna Anas bin Malik (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "The rulers will be from Quraysh, the rulers will be from Quraysh, as long as they do three things among you: when they are asked for mercy, they show mercy; when they distribute, they act with fairness; and when they judge, they act with justice."
This hadith is sahih (authentic) on the condition of the two Shaykhs (Bukhari and Muslim), but they did not record it.

(2) هكذا في النسخ الخطية، وفي المطبوع: وأقسطوا، بزيادة همزة، وكلاهما صحيح، يقال: قَسَطَ وأَقسطَ: إذا عَدَل.
Note / Clarification: It is like this in the manuscripts, whereas in the printed edition it is "wa-aqsitu" (with an added hamzah). Both are correct, because "qasata" and "aqsata" both mean "to act justly".

(3) إسناده قوي.
Grading: Its chain is strong (qawi).
وأخرجه البيهقي في "السنن" 8/ 144 من طريق عبد الرحمن بن المبارك وعارم محمد بن الفضل، عن الصعق بن حزن، بهذا الإسناد.
Reference / Source: Al-Bayhaqi narrated it in "al-Sunan" (8/144) by the route of 'Abd al-Rahman bin al-Mubarak and 'Arim Muhammad bin al-Fadl, from al-Sa'q bin Hazn, with this same chain.
وأخرج نحوه أحمد 19/ (12307)، والنسائي (5909) من طريق بكير بن وهب الجزري، عن أنس. بلفظ: "إن استرحموا رحموا، وإن عاهدوا وَفَوْا، وإن حكموا عدلوا". وبكير فيه جهالة، لكنه متابع، وانظر تتمة تخريج طرقه عن أنس في "مسند أحمد".
Reference / Source: A similar report was narrated by Imam Ahmad (19/12307) and al-Nasa'i (5909) by the route of Bukayr bin Wahb al-Jazari, from Anas, whose wording is: "If they are asked for mercy, they show mercy; if they make a covenant, they fulfil it; and if they judge, they judge justly."
Technical note: There is "jahalah" (being unknown) in Bukayr, but he has been corroborated. See the rest of the takhrij of its routes from Anas in "Musnad Ahmad".
