Mustadrak al-Hakim — Hadith 7815

It is narrated from Sayyiduna Abdullah bin Amr (may Allah be pleased with them both) that the Prophet (peace and blessings be upon him) said: "If the servants did not commit sins, Allah, the Mighty and Majestic, would create a creation that would commit sins and then He would forgive them, and He is the Oft-Forgiving, the Most Merciful."

Explanation & Benefits
Shaykh Adil Murshid et al.
Note / Clarification: In the manuscripts the word here has been distorted into "'Umar" (the correct name is something else).

Grading: (1) This hadith is sahih, and there is no harm in the narrators of this chain (la ba'sa bihim);
Technical note / Defect ('illah): however, there is a difference on Imam Shu'bah as to whether this narration is marfu' (to the Prophet (peace and blessings be upon him)) or mawquf (to the Companion).
Details of the narration: Thus, among those who narrated it from Imam Shu'bah as "marfu'" is Yahya bin 'Abbad, as with the author (al-Hakim); Yahya bin Kathir also narrated it (as marfu'), as with the author and in "Musnad al-Bazzar" (2450) and al-Tabarani's "al-Awsat" (1454); likewise Shababah bin Sawwar (narrated it as marfu'), as al-Bazzar mentioned.
Details of the narration: Among those who narrated it from Imam Shu'bah as "mawquf" are 'Ali bin al-Ja'd, as in al-Baghawi's "al-Ja'diyyat" (80), and Muhammad bin Ja'far (Ghundar), with al-Bazzar (2449).
Reference / Source: Imam al-Bazzar said: Muhammad bin Ja'far did not narrate this hadith with a full chain (as marfu'), while Yahya bin Kathir and Shababah bin Sawwar narrated it with a full chain (as marfu').
