حَدَّثَنَا أبو محمد الحسن بن محمد بن إسحاق الإسفراييني، حَدَّثَنَا الحسين بن إسحاق التُّستَري، حَدَّثَنَا يحيى بن عبد الله بن بُكَير، حَدَّثَنَا المفضَّل بن فَضَالة قال: سألتُ يزيد بن أبي حَبيب عن المسح على الخفَّين، فقال (2): أخبرني عبد الله بن الحَكَم البَلَوي، عن عُلي بن رَبَاح، عن عُقبة بن عامر أنه أخبره: أنه وَفَدَ إلى عمر بن الخطَّاب عامًا، قال عقبة: وعليَّ خُفَّانِ من تلك الخِفَافِ الغِلَاظ، فقال لي عمر: متى عهدُك بلباسِهما؟ فقلت: لَبِستُهما يومَ الجمعة، وهذا يومُ الجمعة، فقال لي عمر: أصبتَ السُّنةَ (3). وقد صحَّت الرواية عن عبد الله بن عمر أنه أَفتى به، ولم يُسنِده، وإليه ذهب مالك بن أنس الإمام.
Sayyiduna Uqbah bin Amir (may Allah be pleased with him) narrates that one year he came as a delegate to Sayyiduna Umar bin al-Khattab (may Allah be pleased with him). Uqbah says: I was wearing leather socks of thick leather. Sayyiduna Umar asked me: "How long has it been since you put them on?" I said: "I put them on on Friday, and today is Friday (again)." Sayyiduna Umar said to me: "You have acted according to the Sunnah."
Imam al-Hakim says: The same ruling is established from Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) as a fatwa, and this is the position of Imam Malik bin Anas.

(2) في (ز) و (ص): فقال المفضل، وهو خطأ، فإنَّ الذي روى هذا الحديث عن عبد الله بن الحكم البلوي هو يزيد بن أبي حبيب.
Technical note / Defect ('illah): Manuscripts (Z) and (S) read "fa-qala al-Mufaddal", which is a mistake, since the one who narrated this hadith from Abd Allah bin al-Hakam al-Balawi is Yazid bin Abi Habib.
(3) خبر صحيح، وهذا إسناد حسن من أجل عبد الله بن الحكم البلوي.
Grading: It is a sahih report, and this chain is hasan because of Abd Allah bin al-Hakam al-Balawi.
وأخرجه ابن ماجه (558) من طريق حيوة بن شريح، عن يزيد بن أبي حبيب، بهذا الإسناد.
Reference / Source: Ibn Majah recorded it (558) via Haywah bin Shurayh, from Yazid bin Abi Habib, with this chain.

Note / Clarification: On the question of the time limit (tawqit) for wiping over leather socks, see the comment on the hadith of Khuzaymah bin Thabit (may Allah be pleased with him) in "Musnad Ahmad" (36/ 21851).
