أخبرني أحمد بن محمد بن سَلَمة العَنَزي، حدثنا عثمان بن سعيد الدارِمي، حدثنا عبد الله بن صالح، عن معاوية بن صالح، عن علي بن أبي طَلْحة، عن ابن عباس في قوله تعالى: ﴿أَطِيعُوا اللَّهَ وَأَطِيعُوا الرَّسُولَ وَأُولِي الْأَمْرِ مِنْكُمْ﴾ يعني: أهلَ الفقه والدِّين، وأهلَ طاعة الله الذين يُعلِّمون الناس معانِيَ دينهم، ويأمرونهم بالمعروف ويَنهوَنَهم عن المنكَر، فأوجَبَ اللهُ طاعتَهم (2). وهذه أحاديث ناطقة بما يَلزَمُ العلماء من التواضع لمن يعلِّمونهم:
It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both) that "those in authority" (uli al-amr) means the people of fiqh and the people of religion, that is, the people of obedience who teach people the meanings of their religion, command them to do good and forbid them from evil; so Allah has made obedience to them obligatory.

(2) حسن إن شاء الله، وعلي بن أبي طلحة لم يسمع من ابن عباس، لكن ذهب جمهور أهل الحديث إلى أنَّ بينهما فيما يرويه عنه من التفسير مجاهدًا أو سعيد بن جبير أو عكرمة، وعليٌّ هذا صدوق حسن الحديث، وكذا عبد الله بن صالح إذا توبع أو جاء ما يشهد لحديثه.
Grading: If Allah wills, it is "hasan".
Technical note / Defect ('illah): It is not established that 'Ali bin Abi Talhah heard from Ibn 'Abbas (may Allah be pleased with them both), but the majority of hadith scholars hold that in the narrations of tafsir there is an intermediary between them: Mujahid, Sa'id bin Jubayr or 'Ikrimah. 'Ali himself is "saduq" and hasan al-hadith, and the same ruling applies to 'Abd Allah bin Salih (the scribe of al-Layth) when he is corroborated or a supporting report is found.
وأخرجه البيهقي في "المدخل" (266) عن أبي عبد الله الحاكم بهذا الإسناد.
Reference / Source: Imam al-Bayhaqi narrated it in "al-Madkhal" (266) from Imam al-Hakim with this same chain.
وأخرجه الطبري 5/ 149، وابن المنذر (1929)، وابن أبي حاتم 3/ 989 - ثلاثتهم في "التفسير" - والطحاوي في "مشكل الآثار" 4/ 185 - 186 من طرق عن عبد الله بن صالح، به.
