Mustadrak al-Hakim — Hadith 3975

أخبرنا أبو زكريا يحيى بن محمد العَنبَري، حدَّثنا محمد بن عبد السلام، حدَّثنا إسحاق بن إبراهيم، أخبرنا جَرِير، عن منصور، عن مجاهدٍ، عن ابن عبَّاس في قوله ﷿: ﴿لَا أُقْسِمُ بِهَذَا الْبَلَدِ (1) وَأَنْتَ حِلٌّ بِهَذَا الْبَلَدِ﴾، قال: أُحِلَّ له أن يَصنَعَ فيه ما شاءَ (1).
هذا حديث صحيح على شرط الشيخين، ولم يُخرجاه.

It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) concerning the saying of Allah Almighty "I swear by this city, and you are free (to act) in this city" [Surah al-Balad: 1-2], that he said: (It means that on the occasion of the Conquest of Makkah) it was made lawful for him (peace and blessings be upon him) to do whatever he wished in this city (that is, to fight and enforce rulings).
This hadith is sahih (authentic) on the condition of the two Shaykhs (Bukhari and Muslim), but they did not record it.

(1) إسناده صحيح. إسحاق بن إبراهيم: هو ابن راهويه، وجرير: هو ابن عبد الحميد، ومنصور: هو ابن المعتمر.
Grading: Its chain is "sahih". Ishaq bin Ibrahim is "Ibn Rahawayh", Jarir is "Ibn Abd al-Hamid", and Mansur is "Ibn al-Mu'tamir".
وأخرجه الطبري في "تفسيره" 30/ 194 عن محمد بن حميد الرازي، عن جرير، عن منصور، عن مجاهد. ولم يذكر فيه ابن عبَّاس، ومحمد بن حميد فيه مقال.
Reference / Source: It was narrated by al-Tabari in his Tafsir (30/194) from Muhammad bin Humayd al-Razi, from Jarir, from Mansur, from Mujahid, without mentioning Ibn Abbas in it. There is "criticism" regarding Muhammad bin Humayd.
لكن هذا المعنى روي عن مجاهدٍ من قوله من غير وجه فيما أخرجه الطبري.
Corroborating chains and supporting reports: But this meaning is narrated from Mujahid as his own saying through several routes, as al-Tabari narrated.
