It is narrated from Sayyiduna Sa'id bin al-Musayyib (may Allah have mercy on him) that Sayyiduna Ali and Sayyiduna Uthman (may Allah be pleased with them both) performed Hajj, and during the journey Sayyiduna Uthman (may Allah be pleased with him) forbade Hajj al-Tamattu' (combining Umrah with Hajj). Sayyiduna Ali (may Allah be pleased with him) was told that he had forbidden tamattu', so Ali (may Allah be pleased with him) said (to his companions): When you see that he has set off, set off too. So Sayyiduna Ali (may Allah be pleased with him) and his companions recited the talbiyah for Umrah, and Uthman (may Allah be pleased with him) did not stop them. Then Ali (may Allah be pleased with him) said: Was I not informed that you forbid tamattu'? He said: Yes. Ali (may Allah be pleased with him) said: Have you not heard that the Messenger of Allah (peace and blessings be upon him) performed tamattu'? He said: Yes indeed.
This hadith is sahih (authentic) on the condition of Imam Muslim, but they did not record it.

Grading: The basic story is sahih, but the meaning that emerges from this narration is not correct. Important point / Summary: According to the sahih narrations, the prohibition of 'Uthman (may Allah be pleased with him) was only against performing 'Umrah in the Hajj season (tamattu' or qiran), so that people would make two separate visits to the House of Allah. Defect / Technical note: The defect in this chain of Imam al-Hakim is 'Abd al-Rahman bin Harmalah. Although he was truthful, he himself admitted that his memory was weak, which is why Ibn Hajar said that he is saduq (truthful) but sometimes makes mistakes. Reference / Source: Imam Ahmad (1/402) and al-Nasa'i (3699) narrated it through the route of Yahya bin Sa'id al-Qattan with this same chain. Reference / Source: 'Abdullah bin Ahmad narrated it through the route of Abu Ma'shar al-Barra', but at its end are these words: "I do not know what 'Uthman (may Allah be pleased with him) replied". Variation in the chain: 'Amr bin Murrah contradicted 'Abd al-Rahman bin Harmalah, and according to the sahih narrations of al-Bukhari and Muslim, 'Uthman (may Allah be pleased with him) was forbidding "tamattu'" or "'Umrah" (so that the journey for Hajj would be for Hajj alone); this is why 'Ali (may Allah be pleased with him) objected to him and entered ihram for both Hajj and 'Umrah together (qiran). Corroborating chains and supporting reports: The story of this disagreement between 'Uthman (may Allah be pleased with him) and 'Ali (may Allah be pleased with him) has also been narrated by others besides Sa'id bin al-Musayyab, in agreement with the narration of 'Amr bin Murrah. Reference / Source: Among them is 'Abdullah bin Shaqiq, whose narration is in Ahmad (1/431) and Muslim (1223) via Qatadah. Reference / Source: The narration of Marwan bin al-Hakam is in al-Bukhari (1563) and al-Nasa'i (3688) via 'Ali bin al-Husayn. Reference / Source: The narration of 'Abdullah bin al-Zubayr (may Allah be pleased with him) is in Musnad Ahmad (2/707) through the route of Muhammad bin Ishaq, and this chain is "hasan". Scholarly response: Al-Hafiz Ibn Hajar has given a very fine discussion on the interpretation of this hadith in 'Fath al-Bari' (5/326), which must be consulted.
