Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said regarding this saying of Allah: "When you marry believing women and then divorce them before you have touched them, then there is no waiting period for you to count concerning them" [Surah al-Ahzab: 49]: If a man marries a woman and divorces her before intercourse, then there is no waiting period ('iddah) upon that woman; she may marry whomever she wishes. Then He said: "So give them provision and release them in a good manner" [Surah al-Ahzab: 49]. If the dower (mahr) was specified, then half is to be paid; if the dower was not specified, then provision is to be given according to his means. This is releasing in a good manner.
