Sayyiduna Jabir bin Abdullah (may Allah be pleased with him) was asked about the place for beginning the talbiyah, and he said: I heard (then he stopped; the narrator said: I think he meant the Prophet (peace and blessings be upon him)): "The place for the people of Madinah to begin the talbiyah is Dhu al-Hulayfah, and by the other route al-Juhfah; that of the people of Iraq is Dhat Irq, that of the people of Najd is Qarn, and that of the people of Yemen is Yalamlam."

Jabir bin Abdullah (may Allah be pleased with them both) said: I heard the Messenger of Allah (peace and blessings be upon him) say: "The place for the people of Iraq to begin the talbiyah is Dhat Irq."
This is how Abdullah bin Lahi'ah narrated it; the correct version is the narration of Ibn Jurayj, and it is possible that Jabir heard Umar bin al-Khattab (may Allah be pleased with him) say this about the miqat of the people of Iraq.

(a) Sayyiduna Ibn Umar (may Allah be pleased with them both) said: When these two cities were conquered, they came to Sayyiduna Umar (may Allah be pleased with him) and said: The Messenger of Allah (peace and blessings be upon him) appointed Qarn for the people of Najd, and it lies away from our route; if we go there, it is hard for us. He said: "Look for a point level with it on your route." So he appointed Dhat Irq for them.
(b) Tawus, Jabir bin Zayd Abu al-Sha'tha' and Muhammad bin Sirin held that the Messenger of Allah (peace and blessings be upon him) did not appoint this miqat. This is the position of Imam al-Shafi'i (may Allah have mercy on him). Ata bin Abi Rabah (may Allah have mercy on him) says that the Prophet (peace and blessings be upon him) appointed it, but this is not supported by a chain.
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8913
Ata (may Allah have mercy on him) says that the Messenger of Allah (peace and blessings be upon him) "appointed as miqat Dhu al-Hulayfah for the people of Madinah, al-Juhfah for the people of the West, Dhat Irq for the people of the East and Qarn for the people of Najd; and for those of the people of Yemen and others who take the Najd route, Qarn al-Ma'adin; and Yalamlam for the people of Yemen."
Hadith Referenceالسنن الكبرى للبيهقي / كتاب الحج / 8914
Ibn Jurayj (may Allah have mercy on him) says: I met Ata (may Allah have mercy on him) and said to him: People think that the Prophet (peace and blessings be upon him) did not appoint Dhat Irq, and there were no people of the East at that time. He said: This is how we have heard it, that "he appointed Dhat Irq or al-Aqiq for the people of the East." He said: There was no Iraq then, but it was appointed for the people of the East. And he attributed it only to the Prophet (peace and blessings be upon him).
This is the correct report from Ata from the Prophet (peace and blessings be upon him), mursal (without the Companion). Al-Hajjaj bin Artah, whose weakness is evident, narrated it from Ata and others and made it connected.

Amr bin Shu'ayb narrates from his father, and he from his grandfather (may Allah be pleased with him), that the Messenger of Allah (peace and blessings be upon him) "appointed Dhu al-Hulayfah for the people of Madinah, al-Juhfah for the people of Sham, Yalamlam for the people of Yemen and the people of Tihamah, Qarn for the people of Ta'if and Najd, and Dhat Irq for the people of Iraq."

Sayyidah Aishah (may Allah be pleased with her) said that the Messenger of Allah (peace and blessings be upon him) said: "The people of Madinah will say the talbiyah from Dhu al-Hulayfah, the people of Sham and Egypt from al-Juhfah, the people of Yemen from Yalamlam, and for the people of Iraq it is Dhat Irq."

Ibn Abbas (may Allah be pleased with them both) said that the Messenger of Allah (peace and blessings be upon him) "appointed al-Aqiq for the people of the East."

Al-Harith bin Amr (may Allah be pleased with him) says: I came to the Prophet (peace and blessings be upon him) at Arafat or Mina, and the people had surrounded him (peace and blessings be upon him). The Bedouins came, and when they saw him (peace and blessings be upon him) they would say: "This is a blessed face." He mentioned a long hadith, and in it was also this: he (peace and blessings be upon him) appointed Yalamlam for the people of Yemen, to begin the talbiyah from there, and Dhat Irq for the people of Iraq, and the same for the people of the East as well.

Urwah (may Allah have mercy on him) said that the Messenger of Allah (peace and blessings be upon him) "appointed Dhat Irq as the miqat for the people of the East."
