Bayhaqi 20508 — One who said the judge may not rule by his own

Ibn Shubrumah (may Allah have mercy on him) said: I asked Imam al-Sha'bi (may Allah have mercy on him) about a man who held testimony and was then made a judge. He said: Qadi Shurayh (may Allah have mercy on him) was approached about that, and he said: "Go to the governor, and I will testify for you."
These reports are munqati' (broken-chained), except the report of Shurayh.
