It is narrated from Sayyiduna Hakim bin Hizam (may Allah be pleased with him), he says: I said: "O Messenger of Allah! The incantations (ruqyah) with which we seek healing and the medicines with which we treat ourselves, can they avert anything of the decree of Allah?" He (peace and blessings be upon him) said: "They (the medicine and the supplication) are themselves part of the decree of Allah."
This hadith is sahih (authentic) on the condition of the two Shaykhs (Bukhari and Muslim), but they did not record it. Imam Muslim, in his discussion of the mistakes Ma'mar made in Basrah, said that Ma'mar narrated it twice, once through the chain of al-Zuhri from Ibn Abi Khizamah from his father.
Imam al-Hakim says: In my view this is not a defect, because Salih bin Abi al-Akhdar corroborated Ma'mar bin Rashid; and although Salih is from the third tier of al-Zuhri's students, narrators like him can be cited as supporting evidence.

Explanation & Benefits

Grading: This narration is "hasan li-ghayrihi" (hasan due to supporting reports). Technical note / Defect ('illah): In this chain there is disagreement over Imam al-Zuhri, as the author will mention after it and as is also mentioned in "Ilal Ibn Abi Hatim" (2537) and "Ilal al-Daraqutni" (2/ 251 (250)). A group of al-Zuhri's trustworthy students narrated it from him with the chain "al-Zuhri, from Ibn Abi Khizamah, from his father", marfu', or "from Abu Khizamah, from his father", as will come with the author at number (7620); and this route is more sound than the narration of Ma'mar and Salih bin Abi al-Akhdar (from al-Zuhri, from Urwah, from Hakim). Note / Clarification: Ibn Abi Khizamah (or Abu Khizamah) is a majhul (unknown) narrator; only Imam al-Zuhri narrated from him, and no one is reported to have declared him trustworthy. Corroborating chains and supporting reports: However, it has a shahid (supporting report) in the hadith of Ka'b bin Malik, which is in Ibn Hibban (6100). Grading: The chain of this supporting report is hasan, if Allah wills, so with the two routes combined the hadith reaches the level of "hasan". General principle: The words "it is part of the decree of Allah" mean that Allah Most High decreed both the causes and their effects (results) and linked the effects to the causes. So the attainment of results upon taking up the causes is itself part of the decree. (al-Sindi, Hashiyah on Musnad Ahmad 24/15472)
Technical note / Defect ('illah): Because of the same defect (weakness) that we mentioned just above.
