Grading: All of its narrators, to the last of them, are trustworthy (thiqah); however, there is a disagreement over it in the narration from Ibn Abi Mulaykah (Abd Allah bin Ubayd Allah), as explained in the commentary on 'Musnad Ahmad' 44/(26451).
Reference / Source: Ahmad (44/26742) narrated it via Hammam bin Yahya from Ibn Jurayj with the wording: "He would recite letter by letter, slowly (in recitation)."
Reference / Source: This narration will come later at numbers (2945) and (2946) via Yahya bin Sa'id al-Umawi from Ibn Jurayj, in which the wording is: "He (peace and blessings be upon him) would break up his recitation verse by verse."
Corroborating chains and supporting reports: On this topic there is a report from the Mother of the Believers Hafsah (may Allah be pleased with her) that he (peace and blessings be upon him) would recite a surah with such tartil (measured, unhurried recitation) that it would become longer than a surah longer than it.
Reference / Source: Muslim (733) (118) narrated it.
General principle: 'Tartil' means reciting clearly and not being hasty in it.
