أخبرني أبو النَّضر الفقيه ومحمد بن الحسن الشامي قالا: حدثنا الحسن بن حمّاد الكوفي، حدثنا عبد الله بن محمد العَدَوي قال: سمعتُ عمرَ بن عبد العزيز على المنبر يقول: حدثني عُبادة بن عبد الله بن عُبَادة، عن طلحة بن عُبيد الله قال: سمعتُ رسول الله ﷺ يقول: "ألا أيها الناسُ، لا يقبلُ اللهُ صلاةَ إِمَامٍ حَكَمَ بغيرِ ما أَنزل الله" (1) وذكر باقيَ الحديث (2).
هذا حديث صحيح الإسناد، ولم يُخرجاه.

It is narrated from Sayyiduna Talhah bin Ubaydullah (may Allah be pleased with him) that I heard the Messenger of Allah (peace and blessings be upon him) say: "Listen, O people! Allah Almighty does not accept the prayer of an imam (ruler) who judged by other than what Allah has revealed." And (the narrator) mentioned the rest of the hadith.
This hadith is sahih al-isnad (authentic in its chain), but the two Shaykhs (Bukhari and Muslim) did not record it.

(1) إسناده ضعيف جدًّا، الحسن بن حماد الكوفي لم نتبينه ونُسب عند الباغندي: الكريزي، وعبد الله بن محمد العدوي متَّهم كما قال الذهبي في "تلخيصه"، ولذا قال: سنده مظلم. وعبادة بن عبد الله بن عبادة لم نقف له على ترجمة، ووقع في إسناد الحديث عند العقيلي في "الضعفاء": عبادة بن عبادة بن عبد الله.
Grading: Its chain is 'da'if jiddan' (very weak).
Technical note / Defect ('illah): The identity of al-Hasan bin Hammad al-Kufi could not be established; al-Baghandi attributed him as 'al-Kurayzi'. Abd Allah bin Muhammad al-Adawi is 'muttaham' (accused of lying), as al-Dhahabi said in "al-Talkhis", and that is why he called this chain 'dark' (muzlim). A biography of Ubadah bin Abd Allah bin Ubadah could not be found, and in al-'Uqayli's chain this name is recorded as 'Ubadah bin Ubadah bin Abd Allah'.
وأخرجه الباغندي في "مسند عمر بن عبد العزيز" (87)، والعقيلي في "الضعفاء الكبير" (840) من طريق يونس بن موسى، عن الحسن بن حماد بهذا الإسناد.
Reference / Source: Al-Baghandi narrated it in "Musnad Umar bin Abd al-Aziz" (87) and al-'Uqayli in "al-Du'afa' al-Kabir" (840) via Yunus bin Musa from al-Hasan bin Hammad with this same chain.
(2) اقتصر الحاكم على أول الحديث ليستشهد به لأحكام الباب، ولم يسقه بتمامه، وبقية الحديث كما ورد في مصدري التخريج: "ولا يقبل الله صلاة بغير طهور، ولا صدقة من غلول"، وهذه التكملة قد صحَّتْ من حديث ابن عمر عند مسلم (224) وغيره، لذا قال العقيلي: آخر الحديث يعرف بغير هذا الإسناد، وأوله غير محفوظ.
Important point: Imam al-Hakim confined himself to the opening part of the hadith in order to use it as evidence for the rulings of the chapter, and did not cite it in full. The rest of the hadith, as it appears in the referencing sources, is: "And Allah does not accept prayer without purification, nor charity from ghulul (embezzled wealth)."
Note / Clarification: This remaining part is established as 'sahih' from the hadith of Ibn Umar (may Allah be pleased with them both) in Sahih Muslim (224) and elsewhere. That is why al-'Uqayli said that the last part of this hadith is known through other chains, but its opening part (which is mentioned here) is 'not preserved'.
