لَوْلَا أَنْ أَشُقَّ عَلَى أُمَّتِي لَفَرَضْتُ عَلَيْهِمُ السِّوَاكَ عِنْدَ كُلِّ صَلَاةٍ كَمَا فَرَضْتُ عَلَيْهِمُ الْوُضُوءَ
Were it not that I would burden my Ummah, I would have made the miswak obligatory for them at every prayer as I made wudu obligatory

أخبرني عبد الله بن محمد بن موسى، حدثنا محمد بن أيوب، أخبرنا خَلِيفة بن خيَّاط، حدثنا إسحاق بن إدريس البصري، حدثنا عمر بن عبد الرحمن الأبَّار، حدثني منصور، عن جعفر بن تمَّام، عن أبيه، عن العباس بن عبد المطلب، أنَّ النبي ﷺ قال: "لولا أن أشُقَّ على أمَّتي، لفَرَضتُ عليهم السواكَ عند كل صلاةٍ كما فرضتُ عليهم الوضوءَ" (1).
It is narrated from Sayyiduna al-Abbas bin Abd al-Muttalib (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "Were it not that I feared burdening my Ummah, I would have made the miswak obligatory upon them at every prayer, just as ablution has been made obligatory upon them."

(1) إسناده ضعيف جدًّا، إسحاق بن إدريس البصري - وهو أبو يعقوب الأَسْواري - واهي الحديث لكنه متابع، ثم إنَّ هذا الحديث لم يروه منصور - وهو ابن المعتمر - عن جعفر بن تمام، بينهما فيه أبو علي الصَّيقل كما سيأتي، وهذا جهَّله ابن السكن وغيره كما في "ميزان الاعتدال" للذهبي.
Grading: Its chain is very weak (da'if jiddan).
Technical note / Defect ('illah): Its narrator Ishaq bin Idris al-Basri (Abu Ya'qub al-Aswari) is "wahi al-hadith" (extremely weak), although he appears here as a corroborating narrator. Moreover, Mansur bin al-Mu'tamir did not narrate it directly from Ja'far bin Tammam; rather, between them is an intermediary named "Abu 'Ali al-Sayqal", whom Imam Ibn al-Sakan and others declared "majhul" (unknown), as mentioned in Imam al-Dhahabi's "Mizan al-I'tidal".
وأخرجه أبو يعلى في "مسنده" (6710)، وأبو نعيم في "الطب النبوي" (210) من طريقين عن أبي حفص عمر بن عبد الرحمن الأبار، عن منصور، عن أبي علي الصيقل، عن جعفر بن تمام، به.
Reference / Source: Imam Abu Ya'la narrated it in his "Musnad" (6710) and Abu Nu'aym in "al-Tibb al-Nabawi" (210), through two routes from Abu Hafs 'Umar bin 'Abd al-Rahman al-Abbar, from Mansur, from Abu 'Ali al-Sayqal, from Ja'far bin Tammam.
وأخرجه أحمد 3/ (1835) من طريق سفيان الثوري، عن أبي علي الزرّاد - وهو الصيقل - عن جعفر بن تمام بن عباس، عن أبيه، عن النبي ﷺ. وانظر "المسند" أيضًا 24/ (15656).
