It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that he heard a man saying: "Evil is not from divine decree (qadar)." He said: "Between us and those who deny divine decree (the decisive word) are these verses: 'Those who associate partners with Allah will say: If Allah had willed, we would not have associated partners, nor would our forefathers' up to 'So if He had willed, He would have guided you all' [Surah al-An'am: 148 - 149]." Sayyiduna Ibn Abbas (may Allah be pleased with them both) (further) said: "Intelligence and foolishness (everything) are from divine decree."
This hadith is sahih (authentic) on the condition of the two Shaykhs (Bukhari and Muslim), but they did not record it.

Grading: Its chain is sahih.
Technical note / Defect ('illah): Ishaq bin Ibrahim is Ibn Rahawayh.
Reference / Source: Al-Bayhaqi recorded it in "al-Asma' wa al-Sifat" (380) from Abu Abd Allah al-Hakim with this chain.
Reference / Source: Al-Lalaka'i recorded it in "Usul al-I'tiqad" (970) by way of Ibn Shirawayh, from Ishaq bin Rahawayh. It is in "Jami' Ma'mar" in separate pieces at nos. (20073) and (20080).
Reference / Source: By way of Abd al-Razzaq, Ibn Abi Hatim recorded it in his "Tafsir" (5/1412), and Ibn Battah in "al-Ibanah al-Kubra" (3/278 and 4/166).
Note / Clarification: Ibn Abi Hatim did not mention in it the statement of Ibn Abbas (may Allah be pleased with them both): "Incapacity and cleverness are by decree (qadar)."
Reference / Source: Al-Firyabi also recorded it in his book "al-Qadar" (336) by way of Abd Allah bin al-Mubarak, from Ma'mar, with the same chain, but without the statement of Ibn Abbas at its end.
Details of the narration: He did, however, record this statement of Ibn Abbas (in his book) at no. (305) by way of Ibn Jurayj, from Abd Allah bin Tawus, with a separate chain.
Corroborating chains and supporting reports: His statement "Incapacity and cleverness are by decree" has been narrated as marfu' to the Prophet (peace and blessings be upon him) from the hadith of Abd Allah bin Umar (may Allah be pleased with them both) in Sahih Muslim (2655) and other works with the wording: "Everything is by decree, even incapacity and cleverness."
Note / Clarification: "الكَيْس" (cleverness) is the opposite of "العَجْز" (incapacity); it means energy and skill in handling affairs.
