Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) narrated that a man came to him and asked: Should I begin with al-Safa before al-Marwah, or with al-Marwah before al-Safa? Should I pray before circumambulating, or circumambulate before praying? Should I shave my head before slaughtering, or slaughter before shaving? Ibn Abbas (may Allah be pleased with them both) said: Take the answer to these matters from the Book of Allah, for it is more worthy of being preserved. Allah, the Mighty and Majestic, says: "Indeed, al-Safa and al-Marwah are among the symbols of Allah", so al-Safa (is mentioned) before al-Marwah (and the sa'i begins from there). And Allah said: "Do not shave your heads until the sacrificial animal reaches its place" [Surah al-Baqarah: 196], so the slaughter comes before the shaving. And Allah said: "Purify My House for those who circle it, those who stand, and those who bow and prostrate" [Surah al-Hajj: 26], so circumambulation comes before prayer.
This hadith has a sahih (authentic) chain of narration, but the two Shaykhs (Bukhari and Muslim) did not record it.

Grading: There is no harm in this chain (la ba'sa bihi), given what has been mentioned that Muhammad bin Fudayl's hearing from Ata' bin al-Sa'ib was before Ata''s mixing up (ikhtilat). Corroborating chains and supporting reports: But Ibn Fudayl has been corroborated from Ata' in part of it - namely the account of circumambulation (tawaf) before the prayer - as has passed at numbers (3093) and (3094). Moreover, it is established by two routes in al-Tahawi's "Mushkil al-Athar" 15/ 288 that Ibn Abbas said: "Whoever advances or delays any rite of his Hajj, let him shed blood (offer a sacrifice)." This indicates that Ibn Abbas held that order must be observed in all the rites of Hajj, including slaughtering and shaving. Reference / Source: Al-Bayhaqi recorded this hadith of Ibn Fudayl in 1/ 85 from Abu Abd Allah al-Hakim with this same chain. Reference / Source: Ibn Abi Hatim recorded it in abridged form (only with the account of slaughtering before shaving) in his "Tafsir" 1/ 337 from Abu Sa'id al-Ashajj, from Muhammad bin Fudayl, with this same chain.
