Mustadrak al-Hakim — Hadith 2584

It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) called upon a tribe of the Arabs to go out on a military expedition, but they were sluggish. Then this verse was revealed: "If you do not go forth (for jihad), He will punish you with a painful punishment" [Surah al-Tawbah: 39]. Ibn Abbas (may Allah be pleased with them both) said: Their punishment was that rain was withheld from them.
This hadith has a sahih (authentic) chain of narration, but the two Shaykhs (Bukhari and Muslim) did not record it.
