حدثنا عمرو بن محمد بن منصور العدل، حدثنا إبراهيم بن محمد الصَّيدلاني، حدثنا إسحاق ومحمد بن رافع، قالا: حدثنا عبد الرزاق، أخبرنا زكريا بن إسحاق، عن سليمان الأحْوَل، أنه سمع طاووسًا يحدِّث عن ابن عباسٍ قال: كان الناسُ يَنفِرُون من مِنى إلى وُجوهِهِم، فأمَرَهم رسولُ الله ﷺ أن يكون آخرُ عهدِهِم بالبيت، ورَخَّصَ للحائض (1). هذا حديث صحيح على شرط الشيخين، ولم يُخرجاه.
It is narrated from Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) that the people used to depart from Mina (after Hajj) straight to their homes, so the Messenger of Allah (peace and blessings be upon him) commanded them that their last time be spent at the House of Allah (that is, that they perform the farewell tawaf), and he (peace and blessings be upon him) granted a concession from this to the menstruating woman.
This hadith is sahih (authentic) on the condition of the two Shaykhs (Bukhari and Muslim), but they did not record it.

Technical note: Ishaq is Ibn Rahawayh, and Sulayman al-Ahwal is Ibn Abi Muslim al-Makki. وأخرجه أحمد 3/ (1936)، ومسلم (1327)، وأبو داود (2002)، وابن ماجه (3070)، والنسائي (4170)، وابن حبان (3897) من طريق سفيان بن عيينة، عن سليمان الأحول، بهذا الإسناد. Reference / Source: Imam Ahmad, Muslim (1327), Abu Dawud, Ibn Majah, al-Nasa'i and Ibn Hibban narrated it through the route of Sufyan bin 'Uyaynah from Sulayman al-Ahwal with this same chain. وأخرج البخاري (329) و (1755) و (1760)، ومسلم (1328) (381)، والنسائي (4186)، وابن حبان (3898) من طريق عبد الله بن طاووس، عن أبيه، عن ابن عباس قال: رُخِّص للحائض أن تنفر إذا حاضت. واللفظ للبخاري، وفي لفظ آخر له عن ابن عباس قال: أُمر الناس أن يكون آخر عهدهم بالبيت، إلّا أنه خُفِّف عن الحائض. Reference / Source: Imam al-Bukhari (329, etc.), Muslim and al-Nasa'i narrated from 'Abdullah bin Tawus from his father from Ibn 'Abbas (may Allah be pleased with him) that a menstruating woman has been given the concession to depart (without the farewell tawaf). Al-Bukhari's wording is: "The people were commanded that their last moment should be at the House, except that it was lightened for the menstruating woman". وأخرج أحمد 3/ (1990) و 5/ (3256)، ومسلم (1328) (381)، والنسائي (4187) من طريق الحسن بن مسلم، عن طاووس قال: كنت مع ابن عباس إذ قال زيد بن ثابت: تفتي أن تصدر الحائض قبل أن يكون آخر عهدها بالبيت؟! فقال له ابن عباس: إمّا لا، فَسَلْ فلانة الأنصارية، هل أمرها بذلك رسول الله ﷺ؟ قال: فرجع زيد بن ثابت إلى ابن عباس يضحك وهو يقول: ما أراك إلّا قد صدقت. Reference / Source: Imam Ahmad, Muslim and al-Nasa'i narrated from al-Hasan bin Muslim from Tawus that Zayd bin Thabit (may Allah be pleased with him) disagreed with Ibn 'Abbas (may Allah be pleased with him) on this issue, but when he checked with the Ansari woman he came back laughing and endorsed Ibn 'Abbas (may Allah be pleased with him). وأخرج أحمد 5/ (35051) من طريق عمرو بن دينار: أنَّ ابن عباس كان يذكر أنَّ النبي ﷺ رخَّص للحائض أن تصدر قبل أن تطوف إذا كانت قد طافت الإفاضة. Reference / Source: Imam Ahmad (35051) narrated through the route of 'Amr bin Dinar that Ibn 'Abbas (may Allah be pleased with him) used to mention that the Prophet (peace and blessings be upon him) gave the menstruating woman the concession to depart (without the farewell tawaf) after she had performed tawaf al-ifadah.
