Abdullah bin Buraydah narrates from his father (Sayyiduna Buraydah bin al-Husayb, may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "Whenever any people withheld the payment of zakah, Allah Almighty most certainly withheld the rain from them."
The chain of this hadith is hasan (good). Imam al-Ruyani also narrated it through his own chain, but his narration does not contain the word 'qatt' (ever), and there 'hubisa' (the rain was withheld) is transmitted in the passive form. Imam Abu Ya'la also narrated it, and his text is more detailed and complete than this.
