It is narrated from Sayyiduna Abdullah bin Umar (may Allah be pleased with them both) that the Prophet (peace and blessings be upon him) said: "Land that is watered by rain, by flood streams, or by the natural moisture of the earth through its roots, one tenth ('ushr) of its entire produce is due; and land that is watered (artificially) by drawing water with camels or other laborious means, one twentieth (half the 'ushr) is due."
According to the scholars of language and the commentators of hadith, 'ba'l' and ''athari' refer to crops watered only by natural resources without human labour or financial expense, which is why the full rate of 'ushr is set on them, whereas 'nadh' refers to irrigation that involves the cost of resources and labour, and in consideration of this the rate of zakah there has been halved.
