It is narrated from Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) that he said: "Whoever firmly intends an evil deed but then does not act on it, nothing (no sin) is written against him in his record of deeds. However, if a person, even while residing in Aden Abyan (a far-off region of Yemen), firmly intends to kill someone in al-Masjid al-Haram, Allah Almighty will make him taste a painful punishment." Then he recited (as proof) this blessed verse: "And whoever intends therein deviation by wrongdoing, We will make him taste a painful punishment" [Surah al-Hajj: 25], meaning: whoever intends any wrongdoing with deviation within it (the boundaries of the Haram), We will make him taste a painful punishment.
This report is mawquf, and its chain is strong.
