It is narrated from Sa'id bin al-Musayyib (may Allah have mercy on him) that he said: "There is no harm in a contest with a wager in a horse race, provided that among them there is a horse that is not inferior to the other horses in strength and speed; so if it wins, it is entitled to the prize, and if it does not win, nothing (financial) is due from it."
