Sayyiduna Salman al-Farisi (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) ordered us to ransom Muslim captives and to give to those (Muslims) who ask. Then he said: "Whoever leaves wealth, it goes to his heirs; and whoever leaves a debt, its payment is my responsibility and the responsibility of the rulers after me, to be paid from the treasury (bayt al-mal) of the Muslims."
Imam al-Tabarani recorded this narration. Its chain contains a narrator, Abd al-Ghafur Abu al-Sabbah, and he is matruk (abandoned).
