Majma al-Zawaid — Hadith 6786

Sayyiduna Abdullah bin Amr (may Allah be pleased with him) narrates: The Prophet (peace and blessings be upon him) said: "Whoever brings barren land to life, it will be his, and no one has the right to plant there (or seize the land) wrongfully."
Imam Tabarani recorded it in al-Mu'jam al-Awsat; its chain contains a narrator, Muslim bin Khalid al-Zanji, whom Yahya bin Ma'in and others declared thiqah (trustworthy), and Imam Ahmad and others declared da'if (weak).
