Sayyidah Aishah Siddiqah (may Allah be pleased with her) narrates that she heard the Prophet (peace and blessings be upon him) say: "Whoever brings barren land to life, it will be his, and no one has the right to plant there (or seize the land) wrongfully." One narration adds these words: Once Umar bin Abd al-Aziz said to Urwah: Do you testify that the Prophet (peace and blessings be upon him) said this? He replied: I testify that Sayyidah Aishah (may Allah be pleased with her) narrated this hadith to me from the Prophet (peace and blessings be upon him), and I also testify that Sayyidah Aishah (may Allah be pleased with her) did not tell me anything false. Imam Tabarani recorded all these narrations in al-Mu'jam al-Awsat with two chains. One of these chains contains a narrator, Isam bin Rawwad bin al-Jarrah; Imam Dhahabi says: Abu Ahmad al-Hakim declared him layyin (soft, i.e. weak); the remaining narrators of this report are thiqat (trustworthy). The chain of the other narration contains a narrator who is a kadhdhab (liar).
