Majma al-Zawaid — Hadith 179

Sayyiduna Abu Umamah (may Allah be pleased with him) states: A man asked: "O Messenger of Allah! Who is a Muslim?" The Prophet (peace and blessings be upon him) said: "The one from whose tongue and hand the (other) Muslims are safe (that is, protected)."
Al-Tabarani recorded it in al-Mu'jam al-Kabir and al-Mu'jam al-Awsat. Its chain contains a narrator, Fadal bin Jubayr, whom it is not permissible to use as evidence.
