Majma al-Zawaid — Hadith 14180

Sayyiduna Ali (may Allah be pleased with him) narrates: When the Prophet (peace and blessings be upon him) was asked for something and he intended to do it, he would say: Very well. And if he did not intend to do that thing, he would remain silent. He would not say: No!
Imam al-Tabarani recorded this narration in al-Mu'jam al-Awsat within a long hadith, which is in the Book of Supplications. Its chain contains a narrator, Muhammad bin Kathir al-Kufi, who is da'if (weak).
